Abstract
Pada setiap proyek diperlukan tindakan pengendalian dari segi biaya dan waktu. Akan tetapi sebelum dilakukan tindakan pengendalian biaya dan waktu, perlu diketahui terlebih dahulu kinerja proyek yang telah berlangsung. Salah satu cara untuk mengetahui kinerja proyek adalah dengan metode earned value. Metode earned value memadukan tiga unsur yaitu jadwal, biaya dan prestasi kerja. Perhitungan evaluasi kinerja waktu dan biaya dengan metode earned value ini akan diterapkan pada proyek pembangunan jalan tol Pandaan – Malang Seksi I – III (STA 19+000 – STA 23+000) ruas Purwodadi – Lawang. Kinerja proyek dapat diketahui berdasarkan indeks performansi biaya dan indeks performansi waktu. Perhitungan indeks tersebut didapatkan dari nilai biaya yang dianggarkan untuk pekerjaan yang direncanakan (BCWS), biaya yang dianggarkan untuk pekerjaan yang telah dilaksanakan (BCWP) dan biaya aktual yang telah dikeluarkan (ACWP). Hasil analisa pada akhir bulan April 2018 didapatkan nilai Cost Performance Index (CPI) atau faktor efisiensi biaya yang telah dikeluarkan = 1.332 (CPI >1) yang menunjukkan bahwa biaya aktual yang dikeluarkan lebih kecil dari biaya yang dianggarkan, sedangkan nilai Schedule Performance Index (SPI) atau faktor efisiensi kinerja dalam menyelesaikan pekerjaan = 1.067 (SPI > 1) yang menunjukkan bahwa waktu pelaksanaan proyek lebih cepat dari jadwal yang direncanakan. Hasil perhitungan perkiraan biaya pada akhir proyek adalah sebesar Rp 92,335,395,359 dengan waktu penyelesaian proyek 195 hari.

Each project requires control measures in terms of cost and time. However, before the cost and time control is carried out, it is necessary to know in advance the project's ongoing performance. One way to find out the performance of a project is the earned value method. The earned value method combines three elements, namely schedule, cost, and work performance. Calculation of cost and time performance with the earned value method will be applied to the Pandaan - Malang toll road section I - III (STA 19 + 000 - STA 23 + 000) construction project, Purwodadi - Lawang section. Project performance can be determined based on the cost performance index and time performance index. The calculation of the index is derived from the value of the Budgeted Costs for Work Schedule (BCWS), Budgeted Costs for Work Performed (BCWP) and Actual Costs incurred (ACWP). The results of the analysis at the end of April 2018 were Cost Performance Index (CPI) or cost efficiency factors that have been issued = 1.332 (CPI> 1) which showed that the actual costs incurred were smaller than the budgeted costs, while the Schedule Performance Index (SPI) or performance efficiency factor in completing work = 1.067 (SPI> 1) which showed that the project implementation time was faster - planned schedule. The result of calculating the estimated cost at the end of the project is IDR 92,335,395,359 with a project completion time of 195 days.
