Abstract
Kurangnya fasilitas untuk riset kelautan yang dimiliki oleh lembaga pelaku riset kelautan di Indonesia mengakibatkan terabaikannya sumber riset kelautan di Indonesia khususnya di perairan Laut Jawa yang menyimpan begitu banyak kekayaan dan keanekaragaman populasi laut. Peningkatan sarana dan prasarana penelitian kelautan juga bersinergi dengan rencana strategis Kementrian Riset Teknologi dan Pendidikan Tinggi (Kemenristekdikti) periode tahun 2015-2019, ditargetkan untuk dapat mengolah sumber daya laut hayati di Indonesia dengan keragaman tinggi hingga tahun 2020. Untuk memenuhi tujuan tersebut, kapal riset yang canggih merupakan moda yang efektif dalam meningkatkan kualitas penelitian di bidang kelautan. Selain permasalahan tersebut, pembatasan emisi gas buang pada kapal yang diatur oleh IMO melalui MARPOL 73/78 Annex VI terus diperketat secara kontinu. Salah satu regulasi terbaru yang akan diimplementasikan ialah pembatasan emisi sulfur secara global yang akan dikurangi dari 3.5% menjadi 0.5% pada tahun 2020. Maka, dalam Tugas Akhir ini akan dibahas sebuah moda transportasi berupa Multi-Purpose Research Vessel (MPRV) yang menggunakan bahan bakar ganda yaitu Liquified Natural Gas (LNG) dan Marine Diesel Oil (MDO) untuk perairan Laut Jawa. Dengan kapal ini diharapkan mampu meningkatkan kualitas penelitian yang hemat bahan bakar dan ramah lingkungan di perairan Laut Jawa. Penelitian ini dilakukan dengan beberapa langkah yang meliputi survei langsung ke kapal riset milik LIPI di Jakarta Utara yaitu KR. Baruna Jaya VIII untuk mendapatkan beberapa data, menghitung ukuran utama awal MPRV, membuat rencana garis dan rencana umum, hambatan kapal, pemilihan mesin induk (dual fuel engine) serta pemilihan peralatan penelitian kapal riset sesuai fungsinya. Hasil dari desain Dual Fuel MPRV ini mendapatkan ukuran utama LOA : 57 m, LWL : 52.426 m, LPP : 50.41 m, B : 12.90 m, H : 7 m, T : 4.45 m. Dari hasil perhitungan terhadap performance kapal, hasil menunjukkan stabilitas kapal memiliki titik M berada di atas titik G di segala kondisi. Kapasitas orang didalam kapal adalah 57 orang dengan 24 awak dan 33 peneliti. Kapal ini menggunakan satu mesin motor penggerak dengan daya sebesar 2010 HP.

The lack of facilities for marine research owned by marine research institutions in Indonesia has resulted in the neglection of marine research sources in Indonesia, especially in Java Sea waters which saves so much wealth and diversity in marine populations. The enhancement of marine research facilities and infrastructure is also in synergy with the strategic plan of the Ministry of Research Technology and Higher Education's (Kemenristekdikti) for period of 2015-2019, targeted to be able to process biodiversity resources in Indonesia with high diversity until 2020. To meet these objectives, usage of sophisticated research vessels is the most effective mode to improve marine exploration. In addition to these problems, restrictions on exhaust emissions on ships regulated by IMO through MARPOL 73/78 Annex VI continue to be tightened continuously. One of the latest regulations to be implemented is the limitation of global sulphur emissions which will be reduced from 3.5% to 0.5% by 2020. Then, in this Final Project, a transportation mode in the form of Multi-Purpose Research Vessel (MPRV) using dual fuel that is Liquified Natural Gas (LNG) and Marine Diesel Oil (MDO) for Java Sea Waters. With this ship, it is expected to be able to improve the quality of marine research with fuel efficient and environmentally friendly in Java Sea waters. This research was carried out with several steps which included a direct survey to research vessels owned by LIPI in North Jakarta, namely KR. Baruna Jaya VIII to obtain some data, calculate the initial main dimensions of the MPRV, make a linesplan and general arrangement, ship resistance, main engine selection (dual fuel engine) and selection of research vessel equipment according to its function. The results of the Dual Fuel MPRV design obtained the main dimensions of LOA: 57 m, LWL: 52,426 m, LPP: 50.41 m, B: 12.90 m, H: 7 m, T: 4.45 m. From the results of calculations on ship performance, the results show the stability of the ship having point M above the G point in all conditions. The capacity of people on board is 57 people with 24 crew and 33 scientist. This ship uses one motor drive engine with a power of 2010 HP.
