Abstract
As the number of vehicle grow exponentially in Indonesia, an effective supporting facilities management in transportation system is necessary in order to realize a well-organized traffic system, including parking management. Beside supporting facilities for traffic system, parking management is potential to be one of sources of Pendapatan Asli Daerah – PAD (Own-source Revenue – OSR). In 2009, local government of Kabupaten Sidoarjo, East Java propose a subscripted parking, parking retribution system in which people pay the parking retribution through vehicle tax annually. This has become a big innovation for the region because own-source revenue from parking retribution and tax of Kabupaten Sidoarjo increasing rapidly through years. But later in 2018, subscripted parking felt irrelevant in Kabupaten Sidoarjo because of the illegal levies. Thus, local government initiate the involvement of third-party to manage on-street parking in Kabupaten Sidoarjo, including parking pricing. While, local government will apply tax to the third-party for every vehicle that uses the facility. Price is something that third-party should really consider in managing parking in Kabupaten Sidoarjo. Furthermore, parking price is closely related to customer’s Willingness to Pay (WTP). This research is aimed to simulate the parking retribution scenario and determine the solution for both party – Local Government and the third-party provider. These scenario is generated by combining the strategy of each player and is simulated using Monte Carlo simulation. Monte Carlo simulation is used to generate value which are own-source revenue from parking retribution and net parking revenue. Scenario then is selected using Game Theory Approach to get a win-win solution for both player. From this research, the best scenario selected is to set price at Rp3,000 flat for motorcycle and local government set tax rate at 25% and Rp8,000 for progressive tariff for car, while local government set tax rate at 30%.
