Abstract
PT. Semen Indonesia Logistik diketahui sebagai salah satu anak perusahaan PT. Semen Indonesia yang memiliki tanggung jawab distribusi semen. Saat ini, PT. Semen Indonesia Logistik menggunakan transportasi darat untuk transportasi utama dalam distribusi semen, terutama dari pabrik Tuban ke Jakarta, Banten, dan Jawa Barat. Saat ini, PT. Semen Indonesia Logistik menghadapi regulasi JBI, yang berefek pada distribusi semen. Regulasi JBI dibuat oleh pemerintah untuk memperkecil angka kecelakaan dan pengeluaran infrastruktur yang disebabkan oleh kendaraan dengan muatan berlebih. PT. Semen Indonesia Logistik memiliki rencana untuk menggunakan kapal dari PT. ASDP Indonesia Ferry. Di sisi lain, PT. Semen Indonesia Logistik belum memberikan keputusan terkait jadwal keberangkatan dan batas maksimal penawaran harga. Oleh sebab itu, penelitian ini akan mengobservasi penggunaan Kapal Ferry Ro-Ro untuk distribusi semen dengan jadwal keberangkatan yang efisien, dan batas penawaran harga. Metode yang digunakan adalah Operational Research untuk meminimasi pengeluaran transportasi untuk kedua moda transportasi. Berdasarkan hasil, jadwal keberangkatan kapal yang efisien adalah 20 kali dalam sebulan, dengan total pengeluaran Rp 5.109.900,00 dalam sebulan. Sedangkan untuk batas penawaran, terletak pada peningkatan harga 500% dari harga awal yakni Rp 15.090 / satu sak semen

PT. Semen Indonesia Logistik is known as one of the subsidiary of PT. Semen Indonesia which has responsibility to deliver cement produced by PT. Semen Indonesia. Up until now, PT. Semen Indonesia Logistik use land transportation mode as its main transportation mode to deliver cement, especially from Tuban cement plant to Jakarta, Banten and West Java. Currently, PT. Semen Indonesia Logistik has faced JBI regulation, which affected the process of cement delivery. JBI regulation is made by government in order to minimize the number of accident and infrastructure expenditure, due to overload overdimension of a vehicle. In this situation, PT. Semen Indonesia Logistik has to doubled the number of trucks, due to capacity regulation stated on JBI. PT. Semen Indonesia Logistik has plan to consider in using Ferry Ro-Ro ship provided by PT. ASDP Indonesia Ferry. On the other hand, PT. Semen Indonesia Logistik has not made an agreement about the fee of trucks on ship with PT. ASDP Indonesia Ferry, and also has not decided about the sailing schedule yet. Therefore, in this research, writer tries to observe whether the use of Ferry Ro-Ro ship is efficient enough on its sailing schedules option, and to determine the maximum freight rate offer to PT. ASDP Indonesia Ferry. The method used in this research is operational research in order to get the minimum transportation expenses from both transportation mode options. The result of the operational research methodology shows that the use of Ferry Ro-Ro- ship with 20 sailing schedules give the minimum total transportation expenditure with Rp 5,109,900,00 in a month. For freight rate maximum offer, it is known that the initial price of sack cement is Rp 3,018 , based on the result of sensitivity, the maximum freight rate is 500% of the initial price, which is Rp 15,090 for a sack of cement.
