Abstract

Sungai Kalimas merupakan badan air yang melintas Kota Surabaya. Penelitian dilakukan pada Sungai Kalimas (Segmen Taman Prestasi-Jembatan Petekan) dengan panjang kurang lebih 6 km. Berdasarkan hasil uji kualitas air Sungai Kalimas(Segmen Taman Prestasi-Jembatan Petekan)pada tahun 2016 diperoleh hasil bahwa terdapat beberapa parameter yang tidak memenuhi baku mutu air kelas II yaitu BOD, COD, DO, TSS, dan Fosfat. Dalam Peraturan Daerah Kota Surabaya Tahun 2014-2034 Sungai Kalimas akan digunakan sebagai tempat wisata sungai dan pusat pelayanan angkutan sungai, sehingga kualitas air sungai tersebut perlu ditingkatkan untuk memenuhi baku mutu peruntukan tempat rekreasi air yaitu badan air kelas II. Mengacu pada permasalahan tersebut adanya penelitian tentang pengendalian kualitas air sungai menjadi sangat penting. Penelitian ini menggunakan metode Six Sigma dengan konsep DMAIC. Six Sigma adalah suatu upaya terus menerus (continuous improvement efforts) untuk menentukan variasi dari proses, agar meningkatkan kapabilitas proses, dalam menghasilkan produk dan meminimalkan tingkat cacat. Terdapat lima tahapan DMAIC sebagai karakteristik pada Six Sigma, antara lain, define-measure-analyze-improve-control. Beberapa parameter yang akan digunakan yaitu BOD, COD, DO, TSS, pH, Nitrogen, Fosfat. dan Total Coliform. Tahap pertama adalah define dimana pada tahap ini akan dilakukan pengukuran kualitas air Sungai Kalimas berupa BOD, COD, DO, TSS, pH, Nitrogen dan Fosfat. Kemudian tahap measureakan dihitung nilaiDeffect per Million Opportunities (DPMO) dan level sigma. Pada tahap analyseakan digunakan metode Root Cause Analysis (RCA) untuk menentukan akar dari permasalahan. Tahap improveakan menentukan solusi-solusi potensial atau action plan yang bisa diterapkan. Kemudian tahap control dengan membuat rencana untuk mengontrol penerapan action plan. Hasil analisis pada ke enam titik menujukkan bahwaadabeberapa parameter yangtidak memenuhi baku mutu air kelas II, yaitu DO,BOD, COD,TSS, Fosfat dan Total Coliform. Setelah dihitung Deffect per Million Opportunities padatahap measure didapatkan nilai level sigma pada Sungai Kalimas (segmen taman Prestasi-jembatan petekan) adalah 2,75, sedangkan untuk mencapai baku mutu sungai kelas II nilai level sigma harus 6. Pada tahap Analyse digunakan metode RCA untuk menemukan akar permasalahan Sungai Kalimas (Segmen Taman Prestasi-Jembatan Petekan) yangtidak memenuhi baku mutu air kelas II, dan didapatkan akar penyebabnya adalah penerapan sistem pengelolaan sungai dan masuknya limbah serta sampah kedalam sungai. Sehingga didapatkan solusi untuk meanggulangi permasalahan tersebut adalah penertiban bangunan liar di sekitar sungai, pengerukan yang terjadwal, pelibatan masyarakat, pemahaman kepada masyarakat tentang pentingnya sungai, penegakan hukum, pemetaan sumber pencemar, pemberlakuan online monitoring dan juga penegakan AMDAL, RKL dan RPL.

Kalimas River is a water body that passes through the city of Surabaya. The study was conducted on the Kalimas River (Segment of the Bridge Achievement Bridge) with a length of approximately 6 km.Based on the results of the water quality test of the Kalimas River (Prestari Park-Petekan Bridge) in 2016, it was found that there were several parameters that did not meet the Class II of water quality standards, namely BOD, COD, DO, TSS, and Phosphate. According to the Surabaya City Regulation2014-2034, the Kalimas River will be used as atourist spot and river transportation service center, so the river water must meet the quality standards for water recreation areas, which is Class II water quality. Due to these problems, the research on controlling water quality is very important. This study uses the Six Sigma method withDMAIC concept. Six Sigma is a continuous improvement effort to determine variationsin the process, in order to improve the capability of that process in producing products and minimizing defects. As a characteristic of Six Sigma, DMAIC consists of five stages, which are define–measure–analyze–improve–control. Some parameters that will be used are BOD, COD, DO, TSS, pH, nitrogen, phosphateand total coliform. The first stage is “define”,in which the water quality of the Kalimas River will be measured in the form of BOD, COD, DO, TSS, pH, Nitrogen and Phosphate. Then the “measure” stage will be calculated as Deffect per Million Opportunities (DPMO) and sigma levels. In the “analyze” stage, the Root Cause Analysis (RCA) method is used to determine the root of the problem. “Improve” stage will determine potential solutions or action plans that can be applied. Then the “control” stage is conducted by making a plan to control the implementation of the action plan. The results of analysis at the six points show that there are several parameters that do not meet the Class II water quality standards, namely DO, BOD, COD, TSS, phosphate and total coliform. After calculating the Deffect per Million Opportunities in the “measure” stage, the value of the sigma level in the Kalimas River (Prestasi Park–Petekan Bridge segment) is 2.75. In the “analyze”stage, fishbone diagrams are used to find the root cause of the Kalimas River (Prestasi Park–Petekan Bridge segment) that does not meet Class II water quality standards, and found the root cause is the application of river management systems and the entry of waste and waste into the river. So that a solution to overcome these problems is to control illegal buildings around the river, scheduled dredging, community involvement, understanding the community about the importance of the river, law enforcement, mapping pollutant sources, implementing online monitoring and also enforcing AMDAL, RKL and RPL
