Abstract

Penelitian ini membahas penentuan skema tarif listrik dengan batas nilai tertentu pada rencana penambahan kapasitas Pembangkit Listrik Tenaga Mesin Gas (PLTMG). PLTMG tambahan akan menggunakan beberapa sumber daya PLTMG yang ada seperti lahan, jaringan pasokan gas, jaringan listrik, dan sumber daya manusia. Suatu model keuangan dengan metode incremental analysis dirancang untuk menghitung tarif listrik levelized, yang dibagi menjadi 4 komponen biaya yaitu: biaya investasi (A), biaya operasional dan pemeliharaan tetap (B), biaya bahan bakar (C), dan biaya operasional dan pemeliharaan variabel (D). Simulasi Monte Carlo juga digunakan untuk melakukan kajian risiko akibat ketidakpastian dari faktor inflasi, heat rate dan availability factor. Hasil analisis menunjukkan bahwa untuk mencapai batas atas tarif listrik dapat dilakukan dengan kombinasi dari penggunaan mesin merk lain, pemilihan pemasok gas, perhitungan kembali biaya transportasi gas, dan penurunan biaya pemeliharaan dengan melakukan Long Term Maintenance Contract (LTMC). Penelitian ini mempertimbangkan semua parameter yang mempengaruhi dalam penentuan skema tarif sehingga dapat digunakan untuk model penentuan skema tarif pembangkit lainnya. Hasil penelitian penentuan skema tarif untuk PLTMG menunjukkan bahwa tariff adjustment perlu diterapkan karena telah mempertimbangkan ketidakpastian atas perubahan tingkat inflasi dan nilai kurs. =====================================================================================================================================
This study discusses the arrangement of the electricity rates scheme for additional Gas Engine Power Plant (PLTMG) with certain value limits. The supplementary PLTMG will use some existing resources such as land, gas supply networks, electricity networks, and human resources. A financial model with an incremental analysis method is designed to calculate levelized cost of electricity which is divided into four components cost: investment costs (A), fixed operation and maintenance costs (B), fuel costs (C), and variable operation and maintenance costs (D). Monte Carlo simulation is also used to conduct risk assessment due to uncertainty of inflation, heat rate, and availability factor. The results of the analysis show in order to meet the specified electricity rates can be done by combining use of other brands of machinery, selection of gas suppliers, recalculation of gas transportation costs, and reduction of maintenance costs by conducting a Long Term Maintenance Contract (LTMC). This study considers most of the parameters which impact on electricity rates so that it can be used as a model to determine other generator electricity rates scheme. The results of the study for electricity rates scheme of PLTMG show that tariff adjustment needs to be implemented because it has considered uncertainty in inflation rates and exchange rates.
