Abstract

Berdasarkan Perda Provinsi Jawa Timur No.4/1996 tentang RTRW Provinsi Jawa Timur dan PP No.47/1996 tentang RTRW Nasional, Kota Mojokerto masuk ke dalam SWP bersamaan dengan lima wilayah setingkat yang lain yang biasa disebut GERBANGKERTASUSILA dengan tujuan pemerataan pembangunan. Pembangunan perlu dilakukan dari tingkat administrasi terendah, yaitu desa atau kelurahan. Tiap kelurahan di Kota Mojokerto memiliki karakteristik masing-masing di mana karakteristik tersebut dapat menjadi potensi tersendiri di tiap wilayahnya. Optimalisasi potensi menjadi langkah efektif mempercepat laju pembangunan. Guna mengoptimalisasi potensi, masyarakat perlu mengetahui dan turut serta dalam proses pembangunan. Mengetahui permasalahan tersebut, maka dilakukanlah inventarisasi potensi kelurahan di tiga kelurahan yang masuk ke dalam wilayah Kecamatan Magersari, Kota Mojokerto. Tiga kelurahan tersebut antara lain, Kelurahan Balongsari, Kelurahan Wates, dan Kelurahan Kedundung. Berdasarkan penelitian yang dilakukan, didapati bahwa Kelurahan Balongsari merupakan kelurahan terpadat mencapai 8.036,44 jiwa/km2 dengan potensi yang didominasi dari sektor perdagangan dan niaga. Kelurahan Wates yang menggunakan 71,13% luas wilayahnya sebagai pemukiman, potensi wilayahnya didominasi oleh UMKM masyarakat setempat. Kelurahan Kedundung dengan luas wilayah 265,52 Ha dan merupakan kelurahan terluas didominasi dari sektor pelayanan jasa dan sejalan dengan tujuan Kota Mojokerto sendiri yang ingin menjadi service city. Guna mempermudah penyebaran informasi potensi, maka dirancang sistem informasi geografis berbasis web atau biasa disebut WebGIS. Untuk mengetahui kelayakan dari WebGIS, maka dilakukan uji fungsionalitas dengan hasil 100%. yang masuk ke dalam predikat “Sangat Baik”, uji portabilitas dengan hasil 100%. yang masuk ke dalam predikat “Sangat Baik”, dan uji usabilitas dengan hasil 61% dan memperoleh predikat “Baik”.

Based on East Java Province Regulation No.4 / 1996 concerning the Spatial Plan of East Jawa, Mojokerto City is included in the Development Area Unit together with five other level regions commonly called GERBANGKERTASUSILA with the goal of equitable development. The development should be done from the lowest level of administrasion, which is sub-district or village level. Every sub-districts has its own characteristic, which these characters could be its own potention in each region. Opotimalitation of potency become the effectives moves for the government to accelerate the development. In order to optimize potential, the community needs to know and participate in the development process. Regarding these problems, inventorize of sub-district potencies was carried out in three sub-district in Magersari District. Those three sub-districts are Balongsari Sub-district, Kedundung Sub-district, and Wates Sub-district. Based on the research that had been done before, it was found that Balongsari Sub-District is the densest sub-district that reaching 8036,44 people/km2 for its dense with the potency dominated by trade and commerce sector. Wates Sub-District uses 71,13% of its area as settlement with the potency dominated by micro and intermediate buisnesses of its people. Kedundung Sub-District with an area of 265,52 Ha, which the largest sub-district, dominated by service sector and in line with the purpose of the Mojokerto City to become the Service City. In order to simplify the outspread the potential information, a web-based geographic information system or commonly called as WebGIS is designed. To determine the feasibility of the WebGIS, a functionality test was carried out with the result is 100% which categorized as “Very Good”, a portability test with the result is 90% which categorized as “Very Good”, and usabillity test with the result 61% which categorized as “Good”.
