Abstract

Penerapan Sistem Pengelolaan Air Limbah Domestik Terpusat (SPALD-T) mengacu pada strategi sanitasi pengembangan sistem prasarana wilayah Kota Surabaya Tahun 2015–2034, yaitu penyediaan Instalasi Pengolahan Air Limbah (IPAL) terpusat secara terpadu. Salah satu wilayah yang menjadi rencana penanganan air limbah secara terpusat adalah Kecamatan Sukolilo. Kajian ini bertujuan untuk menganalisis rencana penerapan SPALD-T di Kecamatan Sukolilo dari aspek teknis, peran serta masyarakat, dan ekonomi guna mewujudkan peningkatan layanan sanitasi. Analisis aspek teknis dilakukan dengan mengkaji pertimbangan lokasi beserta alternatif teknologi yang sesuai dengan kriteria penerapan SPALD-T menggunakan metode skoring dan pembobotan. Analisis aspek peran serta masyarakat dilakukan melalui real demand survey dengan analisis data menggunakan metode deskriptif dan cross tabulation. Adapun analisis aspek ekonomi dilakukan dengan menganalisis manfaat ekonomi penerapan SPALD-T menggunakan kriteria BCR dan NPV. Berdasarkan hasil kajian ketiga aspek tersebut, dirumuskan strategi rencana penerapan SPALD-T menggunakan metode SWOT (Strengths, Weaknesses, Opportunities, dan Threats) serta AHP (Analytical Hierarchy Process) untuk menentukan prioritas implementasi strategi. Hasil penelitian menunjukkan bahwa lokasi terpilih untuk penerapan SPALD-T di Kecamatan Sukolilo adalah Kelurahan Medokan Semampir, Kelurahan Semolowaru, dan Kelurahan Keputih. Kelurahan Medokan Semampir dan Semolowaru direncanakan menggunakan SPALD-T skala permukiman dengan teknologi ABR-AF yang membutuhkan lahan seluas 69,18 m² untuk melayani 200 KK. Kelurahan Keputih direncanakan menggunakan SPALD-T skala perkotaan dengan teknologi oxidation ditch pada lahan eksisting seluas 0,5 ha yang mampu melayani hingga 9.000 KK. Kesediaan masyarakat untuk menggunakan SPALD-T belum didukung oleh kemampuan masyarakat dalam membayar biaya sambungan dan retribusinya. Secara ekonomi, rencana penerapan SPALD-T skala permukiman maupun perkotaan layak dilaksanakan karena SPALD-T permukiman memiliki nilai NPV sebesar Rp1.566.287.544 dengan BCR sebesar 1,112, sedangkan SPALD-T perkotaan memiliki nilai NPV sebesar Rp1.585.294.542 dengan BCR sebesar 1,223. Strategi yang menjadi prioritas utama dan paling efisien dalam mewujudkan penerapan SPALD-T adalah meningkatkan akses layanan air limbah domestik terpusat berbasis masyarakat yang berkelanjutan dengan nilai bobot sebesar 0,228.

The implementation of the Centralized Domestic Wastewater Management System (SPALD-T) refers to the sanitation development strategy for Surabaya City's infrastructure system for the period 2015–2034 through the provision of integrated centralized Wastewater Treatment Plants (WWTPs). One of the areas planned for the implementation of this centralized wastewater management system is Sukolilo District. This study examines the implementation plan of SPALD-T in Sukolilo District from the perspectives of technical aspects, community participation, and economic feasibility to improve sanitation services. The technical aspect was analyzed by evaluating alternative locations and appropriate technologies based on the SPALD-T implementation criteria using scoring and weighting methods. Community participation was analyzed through a real demand survey, with data processed using descriptive analysis and cross-tabulation methods. The economic aspect was evaluated by analyzing the economic benefits of SPALD-T implementation using the Benefit-Cost Ratio (BCR) and Net Present Value (NPV) criteria. Based on the results of these three analyses, implementation strategies were formulated using SWOT (Strengths, Weaknesses, Opportunities, and Threats) analysis and the Analytical Hierarchy Process (AHP) to determine strategic priorities. The results indicate that the selected locations for SPALD-T implementation in Sukolilo District are Medokan Semampir, Semolowaru, and Keputih. Medokan Semampir and Semolowaru are planned to implement neighborhood-scale SPALD-T using ABR-AF technology with a land requirement of 69.18 m² to serve 200 households. Keputih is planned to implement city-scale SPALD-T using oxidation ditch technology on an existing land area of 0.5 ha with a service capacity of up to 9,000 households. Although the community is willing to use SPALD-T, this willingness is not supported by their ability to pay for connection fees and service charges. Economically, both the neighborhood-scale and city-scale SPALD-T implementation plans are feasible. The neighborhood-scale system has an NPV of IDR 1,566,287,544 and a BCR of 1.112, while the city-scale system has an NPV of IDR 1,585,294,542 and a BCR of 1.223. The highest-priority and most efficient strategy for implementing SPALD-T is to improve access to sustainable community-based centralized domestic wastewater services, with a priority weight of 0.228.
