Abstract
PDAM Intan Banjar merupakan perusahaan yang melayani kebutuhan air minum di Kabupaten Banjar dan Kota Banjarbaru. Wilayah pelayanan BNA (Basic Needs Approach) PDAM Intan Banjar merupakan salah satu wilayah pelayanan air minum yang melayani kawasan perkotaan. Tujuan penelitian ini adalah mengevaluasi tingkat kehilangan air, menganalisis faktor penyebab kehilangan air, serta menganalisis penerapan DMA ditinjau dari aspek teknis, pembiayaan, dan kelembagaan. Konsep DMA (District Meter Area) merupakan salah satu strategi dalam mengelola kehilangan air. Metode analisis yang digunakan dalam penelitian ini meliputi perhitungan neraca air menggunakan perangkat lunak WB EasyCalc, simulasi hidrolika jaringan menggunakan perangkat lunak EPANET, analisis pembiayaan yang terdiri atas perhitungan kehilangan air dalam rupiah per tahun, inventarisasi biaya investasi penerapan DMA, serta evaluasi organisasi Tim Kehilangan Air. Hasil penelitian menunjukkan bahwa angka kehilangan air di wilayah BNA selama periode September–Desember 2018 sebesar 34,81%, yang terdiri atas 4,21% kehilangan air nonfisik dan 30,61% kehilangan air fisik. Kehilangan air tertinggi terjadi pada jaringan distribusi Booster Muslimin, dengan Zona Cempaka dipilih sebagai lokasi perencanaan penerapan simulasi DMA. Kehilangan air fisik disebabkan oleh kebocoran pipa, sedangkan kehilangan air nonfisik disebabkan oleh ketidakakuratan meter pelanggan dengan koefisien margin of error sebesar 5%. Pembentukan DMA di Zona Cempaka mengakibatkan penurunan kualitas jaringan, terutama dari segi tekanan, sehingga diperlukan peningkatan jaringan melalui perbaikan pipa. Berdasarkan hasil analisis teknis dan finansial, skenario 2 dengan pembentukan 5 DMA dipilih sebagai desain yang paling efektif karena secara teknis mampu meningkatkan tekanan sebesar 2% dan kecepatan aliran sebesar 6% dibandingkan kondisi eksisting. Meskipun membutuhkan investasi awal yang cukup besar sebesar Rp2.138.072.500, biaya perawatan peralatan yang dikeluarkan setiap tahun menjadi lebih rendah. Dari aspek kelembagaan, hasil evaluasi menunjukkan perlunya penggabungan bagian pengaliran dan bagian kebocoran. Oleh karena itu, diperlukan penambahan tugas pokok selain yang telah diatur dalam Peraturan Bupati Banjar Nomor 39 Tahun 2014 serta peningkatan kompetensi Tim Kehilangan Air.

PDAM Intan Banjar is a regional water utility that provides drinking water services in Banjar Regency and Banjarbaru City. The Basic Needs Approach (BNA) service area of PDAM Intan Banjar is one of the drinking water service areas covering urban regions. This study aims to evaluate the level of water losses, analyze the factors causing water losses, and assess the implementation of District Meter Areas (DMA) from technical, financial, and institutional perspectives. The DMA concept is a strategy for managing water losses. The analytical methods used in this study include water balance calculations using WB EasyCalc software, hydraulic network simulations using EPANET software, financial analysis consisting of calculating the monetary value of water losses per year, estimating the investment costs required for DMA implementation, and evaluating the organization of the Non-Revenue Water (NRW) Team. The results show that water losses in the BNA service area during the period of September–December 2018 reached 34.81%, consisting of 4.21% apparent losses and 30.61% real losses. The highest level of water loss occurred in the Muslimin Booster distribution network, with the Cempaka Zone selected for DMA simulation planning. Real water losses were mainly caused by leakage in distribution pipes, while apparent losses resulted from inaccurate customer water meters with a margin of error coefficient of 5%. The implementation of DMA in the Cempaka Zone resulted in reduced network pressure, requiring network upgrading through pipe improvements. Based on the technical and financial analyses, Scenario 2, consisting of five DMAs, was selected as the most effective design because it increased network pressure by 2% and flow velocity by 6% compared with the existing condition. Although it requires a relatively high initial investment of IDR 2,138,072,500, the annual equipment maintenance costs are lower. From the institutional perspective, the evaluation indicates the need to merge the distribution and leakage teams. Therefore, additional responsibilities beyond those stipulated in Banjar Regent Regulation No. 39 of 2014 are required, along with competency improvement for the Water Loss Team.
