Abstract

Predikat Sidoarjo sebagai "Kota UMKM Indonesia" memberikan tugas lebih bagi Pemerintah Kabupaten Sidoarjo. Sebagai Organisasi Pemerintah Daerah Sidoarjo yang melaksanakan urusan pemerintahan bidang koperasi, usaha mikro, usaha kecil dan usaha menengah, Dinas Koperasi dan Usaha Mikro Kabupaten Sidoarjo bertanggung jawab untuk menjamin kelayakan Sidoarjo menyandang predikat tersebut. Dinas Koperasi dan Usaha Mikro Kabupaten Sidoarjo memiliki perencanaan strategis setiap lima tahun yang mengikuti visi dan misi Pemerintah Kabupaten Sidoarjo serta peraturan pemerintah yang berlaku. Selain itu, perencanaan strategis juga mengikuti perkembangan ekonomi dan teknologi di Indonesia untuk menunjang pengelolaan koperasi dan usaha mikro di Kabupaten Sidoarjo. Dalam pelaksanaannya, muncullah kebutuhan akan sistem informasi untuk mempermudah pelaksanaan kegiatan. Oleh karena itu, dibuatlah perencanaan strategis sistem informasi untuk menentukan kebutuhan sistem informasi yang dapat menunjang visi organisasi. Perencanaan strategis sistem informasi dikembangkan berdasarkan Peraturan Presiden nomor 95 tahun 2018 dengan menggunakan Panduan Umum Tata Kelola TIK Nasional tahun 2007 sebagai best practice. Tahapan pertama perencanaan strategis tersebut adalah menganalisa kondisi saat ini dari Dinas Koperasi dan Usaha Mikro Kabupaten Sidoarjo. Kemudian mengidentifikasi kebutuhan informasi lalu menyusun arsitektur informasi dan arsitektur aplikasi. Hasil dari tugas akhir ini adalah berupa daftar modul potensi aplikasi yang bisa dikembangkan Dinas Koperasi dan Usaha Mikro Kabupaten Sidoarjo.

The title of Sidoarjo as "Kota UMKM Indonesia" gives more assignments to the Sidoarjo Regency Government. As a Sidoarjo regional government organizarion that carries out government affairs in the fields of cooperatives, micro-businesses, small businesses and medium-sized businesses, the Sidoarjo Regency Cooperatives and Micro Enterprises Office is responsible for guaranteeing the feasibility of Sidoarjo bearing this predicate. The Sidoarjo Regency Cooperatives and Micro Enterprises Office has a strategic plan every five years that follows the vision and mission of the Sidoarjo Regency Government and applicable government regulations. In addition, strategic planning also follows economic and technological developments in Indonesia to support the management of cooperatives and micro-enterprises in Sidoarjo Regency. In its implementation, the need for information systems emerged to facilitate the implementation of activities. Therefore, strategic planning of information system is made to determine system information needs that can support the organization's vision. Strategic planning of information system is developed based on Presidential Regulation number 95 of 2018 by using the 2007 National ICT Governance General Guide as best practice. The first stage of the strategic planning was to analyze the current conditions of the Sidoarjo Regency Cooperatives and Micro Enterprises Office. Then identify the information needs and then compile the information architecture and application architecture. The results of this final project are in the form of a list of potential application modules that can be developed by the Sidoarjo Regency Cooperatives and Micro Enterprises Office.
