Abstract

Kabupaten Blitar merupakan salah satu daerah di Indonesia yang belum memiliki Instalasi Pengolahan Lumpur Tinja (IPLT). Tingginya cakupan akses air limbah sistem setempat, yaitu sebesar 86,76%, serta kebutuhan pengurasan lumpur secara rutin pada Instalasi Pengolahan Air Limbah (IPAL) Komunal, menunjukkan perlunya pembangunan IPLT sebagai fasilitas pengolahan lanjutan lumpur tinja. Dalam rangka mendukung pencapaian Tujuan Pembangunan Berkelanjutan (Sustainable Development Goals/SDGs), khususnya target 100% akses layanan air limbah, pembangunan IPLT di Kabupaten Blitar direncanakan pada tahun 2020. Namun, hingga saat ini belum tersedia perhitungan anggaran yang terperinci terkait biaya pembangunan maupun operasi dan pemeliharaan IPLT oleh Pemerintah Daerah. Oleh karena itu, penelitian ini bertujuan mengkaji kebutuhan pembangunan IPLT berdasarkan aspek peran serta masyarakat, teknis, dan finansial sebagai bahan pertimbangan dalam proses perencanaan dan pembangunan. Pengumpulan data dilakukan melalui survei dan penyebaran kuesioner untuk memperoleh informasi mengenai kondisi eksisting masyarakat, sarana pengolahan air limbah, serta persepsi masyarakat terhadap pengelolaan lumpur tinja. Kajian teknis meliputi penentuan kapasitas IPLT berdasarkan kondisi eksisting masyarakat serta kebutuhan unit pengolahan berdasarkan karakteristik lumpur tinja di wilayah pelayanan yang diperoleh dari hasil uji sampel influen IPLT terdekat. Sementara itu, kajian finansial mencakup perhitungan kebutuhan biaya investasi pembangunan, biaya operasi dan pemeliharaan, serta penentuan tarif pelayanan. Hasil penelitian menunjukkan bahwa 76% masyarakat bersedia melakukan pengurasan lumpur tinja secara rutin dengan rata-rata kemampuan membayar sebesar Rp265.600 per pengurasan. Dengan mempertimbangkan kondisi pengurasan eksisting, kebutuhan kapasitas IPLT pada tahun 2019 diperkirakan sebesar 22,99 m³/hari dan meningkat menjadi 45,38 m³/hari pada akhir periode desain selama 20 tahun. Meskipun wilayah pelayanan tersebar, lokasi IPLT dipilih secara terpusat di Kecamatan Sutojayan karena dinilai lebih efisien dari sisi kebutuhan lahan, biaya investasi, serta biaya operasi dan pemeliharaan. Kebutuhan investasi pembangunan IPLT diperkirakan sebesar Rp5.519.650.000, sedangkan biaya operasi dan pemeliharaan mencapai Rp314.418 per hari. Untuk mencapai pemulihan biaya operasional (cost recovery), tarif dasar pelayanan yang direkomendasikan kepada masyarakat adalah sebesar Rp197.300 per pengurasan.

Blitar Regency is one of the regions in Indonesia that does not yet have a Septage Treatment Plant (STP). The high coverage of on-site wastewater management systems (86.76%) and the routine desludging requirements of communal wastewater treatment plants indicate the need for an STP to provide further treatment of septage. To support the achievement of the Sustainable Development Goals (SDGs), particularly the target of 100% access to wastewater services, the Regional Government planned the construction of an STP in 2020. However, no detailed budget estimation for the construction, operation, and maintenance of the proposed STP had been prepared. Therefore, this study aims to assess the need for an STP based on technical, community participation, and financial aspects to support future planning and development. Data were collected through field surveys and questionnaires to identify existing community conditions, wastewater treatment infrastructure, and public perceptions of septage management. The technical assessment determined the required STP capacity based on existing service conditions and identified the appropriate treatment units using the characteristics of septage obtained from laboratory analysis of influent samples collected from the nearest STP. The financial assessment included estimating capital investment, operation and maintenance (O&M) costs, and the required service tariff. The results showed that 76% of the community were willing to desludge their septic tanks regularly, with an average willingness to pay of IDR 265,600 per service. Based on existing desludging practices, the required STP capacity in 2019 was estimated at 22.99 m³/day and is projected to increase to 45.38 m³/day by the end of the 20-year design period. Although the technical analysis identified three potential locations for the STP, a centralized facility in Sutojayan Subdistrict was selected as the most efficient option in terms of land requirements, capital investment, and O&M costs. The estimated capital investment for the STP is IDR 5,519,650,000, while the estimated operation and maintenance cost is IDR 314,418 per day. To achieve operational cost recovery, the recommended basic service tariff is IDR 197,300 per septic tank desludging service.
