Abstract

Dilihat dari historis fungsi Siola, Siola merupakan mall pertama yang ada di kota Surabaya. Namun, fungsi Siola saat ini beralih menjadi pusat pelayanan publik. Dimana hal tersebut melatarbelakangi penelitian yaitu terkait fungsi terbaik dari bangunan cagar budaya Siola. Metode yang digunakan dalam mencari kriteria dan alternatif pengembangan dilakukan dengan melakukan survey langsung ke lokasi, wawancara terstruktur dan penyebaran kuesioner. Pihak terkait yang dijadikan narasumber untuk penelitian ini terdiri dari ketua cagar budaya Kota Surabaya, dosen Departemen Teknik Sipil, Arsitektur dan PWK, pegawai Dinas Kebudayaan dan Pariwisata Kota Surabaya dan pengunjung Siola. Dari hasil pengolahan data didapatkan 4 kriteria yang perlu diperhatikan dalam mengembangkan bangunan Siola, yaitu: aspek sosial, aspek fisik, aspek ekonomi, supply&demand. Terdapat beberapa pilihan alternatif yang dikelompokkan berdasarkan jenis kegunaannya. Analisa pengambilan keputusan dalam memilih alternatif menggunakan metode Analytical Hierarchy Process (AHP). Pihak pengambil keputusan dilakukan oleh Ketua Tim Cagar Budaya Kota Surabaya. Dari analisa AHP didapatkan satu alternatif terpilib yang difungsikan untuk kepentingan umum dan persewaan gedung menjadi alternatif terpilih. Alternatif tersebut berupa exhibition hall, meeting hall, perkantoran dan pusat pelayanan publik. Hasil dari alternatif terpilih dapat berubah apabila pembuat keputusan berubah. Oleh karena itu, perlu adanya penelitian lanjutan terkait pandangan dari pihak pengambil keputusan yang lain.

From the historical function of Siola, Siola is the first shopping mall in the city of Surabaya. However, the used of Siola is change recently as public service center. Thus today’s function of Siola being the background of this research to obtain the best use of Siola historic building. The methods used to find the criterias and alternatives development based on direct survey to the location of Siola, structured interview and questionnaire. The stakeholders who become interviewees come from Head of Surabaya Heritage Team, academics from Civil, Architecture and Urban Planning Engineering Department, employee of Surabaya cultural and tourism department also the visitor of Siola. The results of data analysis in criteria is obtained 4 criterias in developing historic building of Siola, there are: social aspects, physical aspects, economic aspects and supply & demand. There are some alternatives which categorized based on their used. The analysis in decision making to select only one alternative is using Analytical Hierarchy Process (AHP) Method. The decision maker will be Head of Surabaya Heritage Team. From AHP analysis the chosen alternative used is for public service and commercial building. The alternative consist of exhibition hall, meeting hall, office and public service center. The result of chosen alternative can vary if the decision maker is change. Therefore, further research is needed related to other stakeholders.
