Abstract

Keselamatan dan Kesehatan Kerja (K3) adalah suatu kondisi dimana pekerjaan berada pada kondisi yang sehat dan aman baik bagi pekerja, perusahaan, dan masyarakat sekitar. Saat ini kondisi angka kecelakaan kerja pada lingkungan PLTU di Indonesia masih mengkhawatirkan. Tercatat selama rentang waktu dua tahun terakhir terjadi kecelakaan kerja yang menyebabkan 6 orang tewas. Hal ini membuktikan kondisi K3 pada lingkungan PLTU masih belum baik. Kondisi ini disebabakan oleh pekerja yang tidak memiliki kesadaran akan K3. Kesadaran akan K3 ini seharusnya bisa ditingkatkan dengan pelatihan yang sesuai. Salah satu panduan pelatihan untuk pekerja di pembangkit listrik adalah Standar Kompetensi Tenaga Teknik Ketenagalistrikan (SKTTK). Akan tetapi, kondisi SKTTK saat ini masih belum memenuhi kaidah standar kompetensi yang mengutamakan keselamatan dan keamanan bagi pekerja, peralatan, dan lingkungan. Hal ini disebabkan konten yang terlalu umum, redaksional yang menimbulkan ambiguitas dan tidak sesuai kebutuhan di lapangan. Sehingga perlu dirumuskan SKTTK yang mengutamakan aspek K3. Maka dilakukan meta-analisis untuk mendapatkan konten acuan yang dapat melengkapi SKTTK saat ini dari standar nasional maupun internasional. Untuk meningkatkan validitas penelitian, maka digunakan metode triangulasi sumber yakni observasi dan wawancara langsung terhadap praktisi di lapangan untuk mendapatkan data berupa tanggapan atas perbaikan SKTTK. Setelah itu dilakukan penyesuaian dari hasil triangulasi. Hasil akhir perumusan SKTTK adalah penambahan konten yang lebih spesifik pada Kriteria Unjuk Kerja, menambahkan elemen kompetensi mengenai menangani prosedur darurat, dan melengkapi pengetahuan, keterampilan, dan sikap kerja mengenai peralatan dan K3 di lingkungan batubara terutama mengenai pengetahuan akan karakteristik dan penanganan batu bara. ========================================================== Occupational Safety and Health (OSH) is a condition where work is in a healthy and safe condition for workers, companies, and the surrounding community. At present the condition of the number of work accidents in the CFPP environment in Indonesia is still worrying. It was recorded that during the last two years there was a work accident which caused 6 deaths. This proves that the OSH conditions in the CFPP are still not good. This condition is caused by workers who have no awareness of OSH. This awareness of OSH should be improved with appropriate training. One of the training guides for workers in the power plant is the Electricity Engineering Personnel Competency Standard (SKTTK). However, the current SKTTK condition still does not meet the rules of the competency standard that prioritize safety and security for workers, equipment and the environment. This is due to content that is too general, editorial which creates ambiguity and does not meet the needs in the field. So that the SKTTK needs to be formulated which prioritizes the OSH aspect. Then a meta-analysis is conducted to obtain reference content that can complement the current SKTTK from national and international standards. To improve the validity of the study, the source triangulation method was used, namely observation and direct interviews with practitioners in the field to obtain data in the form of responses to SKTTK improvements. After that, adjustments were made from the results of triangulation. The final result of the SKTTK formulation is the addition of content that is more specific to the Performance Criteria, adds an element of competence regarding handling emergency procedures, and complements knowledge, skills and work attitudes regarding equipment and OHS in the coal environment, especially regarding knowledge of coal characteristics and handling.
