Abstract
Salah satu target dalam pengembangan wilayah adalah pertumbuhan ekonomi. Untuk mencapai hal tersebut dapat dimulai dengan pengembangan sektor primer seperti pemberian nilai tambah pada sub sektor perikanan budidaya yang nantinya dapat memicu pertumbuhan ekonomi pada sektor lainnya. Salah satu daerah yang memiliki potensi perikanan budidaya adalah Kabupaten Lamongan. Terlihat dari kontribusi nilai produk yang tinggi dan peningkatan produksi disetiap tahunnya. Namun, kondisi tersebut tidak memicu munculnya nilai tambah pada hasil komoditas perikanan budidaya. Untuk itu perlu adanya penelitian terkait pengembangan industri pengolahan untuk meningkatan nilai tambah hasil perikanan budidaya unggulan di Kabupaten Lamongan. Tujuan dalam penelitian ini adalah menetukan arahan pengembangan industri pengolahan perikanan budidaya unggulan di Kabupaten Lamongan. Untuk mencapai tujuan tersebut, terdapat empat sasaran. Pertama, menentukan jenis komoditas perikanan budidaya unggulan di Kabupaten Lamongan dengan alat analisa Location Quotient dan Shift Share. Kedua, menentukan variabel yang mempengaruhi pengembangan industri pengolahan perikanan budidaya unggulan di Kabupaten Lamongan dengan alat analisa delphi. Ketiga, menentukan jenis industri pengolahan perikanan budidaya unggulan di Kabupaten Lamongan dengan alat analisa deskriptif kualitatif. Keempat, merumuskan arahan pengembangan industri pengolahan perikanan budidaya unggulan di Kabupaten Lamongan dengan alat analisa triangulasi. Hasil penelitian menunjukkan bahwa terdapat delapan jenis komoditas unggulan dengan 6 faktor dan 13 variabel yang berpengaruh dalam pengembangan industri pengolahan perikanan budidaya di Kabupaten Lamongan. Terdapat pula hasil berupa 12 diversifikasi jenis industri pengolahan yang merupakan hasil turunan dari jenis komoditas unggulan. Arahan pengembangan industri pengolahan perikanan budidaya unggulan terbagi menjadi dua yaitu arahan umum dan spesifik. Dimana arahan umum adalah arahan yang dapat diterapkan pada semua jenis industri pengolahan perikanan budidaya unggulan. Sedangkan arahan spesifik adalah arahan yang tidak dapat diterapkan pada semua jenis industri pengolahan perikanan budidaya unggulan.

One of the targets in regional development is economic growth. To achieve this, it can begin with the development of the primary sector such as the provision of added value in the aquaculture sub-sector, which in turn can trigger economic growth in other sectors. One area that has the potential for aquaculture is Lamongan Regency. It can be seen from the contribution of high production value and increased production every year. However, these conditions do not trigger the emergence of added value in the results of aquaculture commodities. For this reason, there is a need for research related to the development of the processing industry to increase the value-added of superior aquaculture products in the Lamongan Regency. The purpose of this study is to determine the direction of the development of a superior aquaculture processing industry in the Lamongan Regency. To achieve this goal, there are four objectives. First, determine the type of superior aquaculture commodities in Lamongan Regency with Location Quotient and Shift Share analysis tools. Second, determine the variables that influence the development of superior aquaculture processing industries in the Lamongan Regency with delphi analysis tools. Third, determine the type of superior aquaculture processing industry in Lamongan Regency with a qualitative descriptive analysis tool. Fourth, formulate the direction of the development of a superior aquaculture processing industry in Lamongan with a triangulation analysis tool. The results showed that there are eight types of superior commodities with 6 factors and 13 variables that influence the development of aquaculture processing industries in the Lamongan Regency. There are also results in the form of 12 diversification of processing industries which are derivative products from the types of superior commodities. The direction for the development of a superior aquaculture processing industry is divided into two, namely general and specific directions. Where the general direction is a direction that can be applied to all types of superior aquaculture processing industries. While specific directives are directives that cannot be applied to all types of superior aquaculture processing industries.
