Abstract

Terletak di titik sentarl simpul kereta api jabodetabek, stasiun transit manggarai merupakan stasiun transit terbesar di DKI Jakarta dan merupakan stasiun terminus(stasiun di ujung jalur jalur kereta). Dalam rencana tata ruang DKI Jakarta dan masterplan perkeretaapian, stasiun transit Manggarai termasuk dalam rencana pengembangan kawasan terintegrasi TOD sebagai pusat kegiatan primer. Namun, penerapan konsep TOD di kawasan ini belum dapat segera terwujud akibat minimnya integrasi pada pola pembangunan di sekitar kawasan transit yang mengacu pada konsep TOD. Diperlukan identifikasi dan klasifikasi area stasiun yang dapat digunakan sebagai alat perencanaan untuk pengembangan area stasiun berorientasi transit yang seimbang antara jaringan transportasi yang tersedia dengan aktivitas yang ada. Node-Place Model digunakan dalam penelitian ini sebagai kerangka analisis untuk lebih memahami dinamika antara aksesibilitas dan aktivitas di area stasiun untuk menjadi dasar strategi pengembangan TOD di area stasiun. Untuk mencapai tujuan penelitian terdapat beberapa sasaran yang perlu dicapai, yakni: 1) Mengidentifikasi karakteristik 3D (Density, Diversity, Design) di kawasan Stasiun Transit Manggarai dengan Node-Place Model 2) Menganalisis hubungan aksesibilitas dan aktifitas di kawasan Stasiun Transit Manggarai 3) Menentukan konsep pengembangan TOD di kawasan Stasiun Transit Manggarai untuk memenuhi keseimbangan nilai Node-Place Model. Hasil penelitian menunjukkan bahwa kawasan stasiun transit Manggarai berada pada unsustained node dengan node index lebih tinggi dari place index dimana aksesibilitas regional terhubung dengan baik, namun terisolasi secara lokal. Dari aspek place index, kawasan ini masih belum optimal dalam aspek kepadatan dan variasi kegiatan. Dengan demikian, peneltian ini merekomendasikan konsep berupa konfigurasi spasial yang terintegrasi di area stasiun dikaitkan dengan peningkatan variasi dan intensitas kegiatan, peningkatan tenaga kerja, peningkatan aksesibilitas pedestrian pada jaringan jalan-jalan di kawasan stasiun yang terhubung ke jalan-jalan lokal yang lebih baik untuk menarik pergerakan pejalan kaki dan meningkatkan penggunaan transit

Situated in the central point of node station in Jabodetabek, Manggarai transit stationis is the largest transit station in DKI Jakarta. Based on DKI Jakarta spatial plan and railway masterplan, Manggarai transit station is included in TOD integrated regional development plan as a center of primary activity. However, the implementation of the TOD concept in this area has been lacked of integration in the pattern of development around the transit area as was agreed on in the TOD concept. It is necessary to identify and classify the station area which can be used as a planning tool for the development of transit-oriented to balance the transportation network and activity in station.
The Node-Place model was used in this study as an analytical framework to better understand the dynamics between accessibility and activity in the station area. Besides, this research evaluates whether transportation system and mixed land-use can coordinate so that that it contributes to establish strategies for land use, transportation planning, and development management for TOD. The purpose of this study achieved through three objectives, : 1) Identifying 3D characteristics (Density, Diversity, Design) at Manggarai Transit Station area with Node-Place Model 2) Analyzing the relationship between local pedestrian anf land use at Manggarai Transit Station 3) Determining the Concept of TOD development at Manggarai Transit Station to balance the Node-Place value. The results show that Manggarai Transit Station is an unbalanced node with a high node index but low place index of which the station is regionally well-connected, but poor pedestrian accessibility in the vicinity. Place index shows that in this area land-use intensity and diversity are lesser than the required transportation supply. By combining the node-place model with an evaluation of the walkability of each station area, a deeper TOD evaluation can be performed. Thus, this research discusses the spatially integrated concept which is supported by intensive variations and activities; increased labor, increased the local accessibility of pedestrians to the network of roads to both attract pedestrian transit and increase transit use.
