Abstract

Barang elektronik banyak memberikan manfaat bagi kehidupan manusia. Barang elektronik yang paling banyak digunakan oleh mahasiswa adalah telepon seluler dan laptop untuk mengakses internet. Telepon seluler dan laptop menjadi kebutuhan mahasiswa dalam menunjang kegiatan akademis maupun untuk kegiatan non-akademis. Pesatnya perkembangan teknologi tidak sejalan dengan meningkatnya umur pakai barang elektronik yang diproduksi di pasaran akibatnya muncul limbah elektronik. Jumlah limbah elektronik terus mengalami peningkatan dan menjadi masalah penting di seluruh dunia. Di Indonesia, limbah elektronik termasuk limbah B3 pada Lampiran 1 PP No. 101 Tahun 2014 tentang Pengelolaan Limbah B3. Penelitian ini bertujuan untuk (1) menentukan laju timbulan limbah telepon seluler dan laptop mahasiswa, (2) menentukan faktor kemauan mahasiswa untuk mengelola limbah elektronik, serta (3) menentukan strategi pengelolaan limbah telepon seluler dan laptop mahasiswa di perguruan tinggi negeri dan swasta di Wilayah Surabaya Timur. Pengambilan sampel dilakukan dengan metode proportionate simple random sampling. Pengambilan sampel dilakukan di 3 perguruan tinggi negeri dan 4 perguruan tinggi swasta di Wilayah Surabaya Timur. Jumlah sampel yang dibutuhkan sebanyak 221 mahasiswa. Pengambilan data laju timbulan menggunakan alat ukur roll meter, timbangan digital, serta kuisoner. Analisis dengan SEM-PLS digunakan untuk mengolah data kuisioner terkait partisipasi masyarakat sehingga diperoleh faktor penting terhadap kemauan mahasiswa untuk mengelola limbah telepon seluler dan laptop. Hasil analisis SEM-PLS digunakan untuk membentuk strategi dalam upaya pengelolaan limbah telepon seluler dan laptop mahasiswa. Strategi disusun menggunakan analisis Strength, Weakness, Opportunity, dan Threat (SWOT). Hasil penelitian menunjukkan laju timbulan limbah telepon seluler dan laptop mahasiswa perguruan tinggi negeri dan swasta di Wilayah Surabaya Timur yakni sebesar 0,6064 kg/orang.tahun. Laju timbulan tersebut termasuk perangkat pendukung masing-masing barang elektronik. Variabel laten sikap serta perilaku merupakan faktor penting terhadap kemauan mahasiswa untuk mengelola limbah telepon seluler dan laptop serta perangkat pendukungnya. Strategi dalam upaya pengelolaan limbah telepon seluler dan laptop mahasiswa antara lain (1) meningkatkan pengetahuan mahasiswa, (2) melibatkan mahasiswa dalam perencanaan maupun pelaksanaan pengelolaan limbah elektronik, (3) memanfaatkan sikap postif dari mahasiswa dalam perumusan kebijakan pengelolaan limbah elektronik oleh lembaga yang berwenang.

Electronic goods provide many benefits for human life. The most widely used electronic goods by students are cellular phones and laptops to access the internet. Cellphones and laptops are necessary for students in supporting academic and non-academic activities. However, the rapid development of technology is not in line with the increased lifetime of electronic goods produced on the market, which results in electronic waste production. The amount of electronic waste continues to increase and becomes an important problem throughout the world. In Indonesia, electronic waste is categorized as hazardous waste in Appendix 1 PP No. 101 of 2014 concerning Hazardous Waste Management. This study aims to (1) determine the generation rate of cellphone and laptop waste by students, (2) determine the factor of students’ willingness in electronic waste management, and (3) determine strategies to manage student cellphone and laptop waste in state and private universities in the East Surabaya Region. Sampling was done using the “proportionate simple random sampling” method. Sampling was carried out in 3 public universities and 4 private universities in the East Surabaya Region. The number of samples needed was 221 students. Data collection on the generation rate using roll meter measuring devices, digital scales, and questionnaires. Analysis with SEM-PLS was used to process data from questionnaires related to community participation, so that the important factor towards students' willingness to manage cellphone and laptop waste can be obtained. The results of the SEM-PLS analysis were used to form a strategy in an effort to manage cellular and laptop waste of students. Strategies are prepared using Strength, Weakness, Opportunity and Threat (SWOT) analysis. The results showed that the rate of cellphone and laptop waste generation of public and private college students in the East Surabaya Region amounted to 0.6064 kg/person. The generation rate includes supporting devices for each electronic item. The latent variables of attitude and behavior are important factors towards the willingness of students to manage cellphone and laptop waste as well as their supporting devices. Strategies in the effort to manage cellular and laptop telephone waste of students include (1) increasing student knowledge, (2) involving students in planning and implementing electronic waste management, (3) utilizing positive attitudes from students in the formulation of electronic waste management policies by authorized institutions.
