Abstract
Sidoarjo sebagai kabupaten dengan aksesibilitas tinggi dan fasilitas yang lengkap, merupakan sasaran utama warga Surabaya dalam bermukim. Kabupaten Sidoarjo sebelah utara merupakan wilayah yang paling diminati pengembang permukiman, terutama Kecamatan Waru, Sedati, Buduran, Candi, dan Sidoarjo. Namun tren perkembangan lahan permukiman Kabupaten Sidoarjo terus mengalami peningkatan, sehingga perkembangan permukiman menjadi tidak terkontrol. Hal tersebut didukung oleh data hasil overlay GIS (Geographic Information System) antara peta lahan permukiman pada tahun 2018 dengan peta rencana lahan permukiman pada RTRW Kabupaten Sidoarjo, diketahui bahwa pada tahun 2018 perkembangan lahan permukiman eksisting di 5 kecamatan tersebut yang sesuai dengan RTRW (Rencana Tata Ruang Wilayah) sebesar 80.19%. Hal tersebut menunjukkan bahwa terdapat deviasi penggunaan lahan terhadap RTRW . Namun demikian belum diketahui pola perkembangan lahan prmukiman di masa mendatang. Oleh sebab itu diperlukan suatu prediksi perkembangan lahan permukiman, mengingat Sidoarjo merupakan wilayah terdampak urban sprawl Kota Surabaya Penelitian ini bertujuan untuk menentukan prediksi perkembangan lahan permukiman di Kabupaten Sidoarjo berdasarkan perspektif developer sebagai salah satu pihak yang berperan dalam pengembangan lahan permukiman. Tujuan tersebut dicapai melalui 3 tahapan penelitian. tahapan pertama yaitu melakukan analisis tren perkembangan lahan tahun 2009-2018, dengan menggunakan GIS. Lalu yang kedua menentukan variabel pengaruh perkembangan lahan permukiman beserta bobotnya dengan menggunakan metode Delphi dan AHP. Dan ketiga, memprediksi perkembangan lahan permukiman dengan menggunakan cellular automata berdasarkan hasil analisis didapatkan bahwa perkembangan lahan permukiman eksisting dari tahun 2009-2018 berkembang sebesar 35.3% atau seluas 1551.3 Ha. Sedangkan variabel yang mempengaruhi perkembangan lahan permukiman terdiri atas jaringan jalan lingkungan, jaringan jalan arteri, jaringan listrik, jaringan air bersih, fasilitas perdagangan dan jasa, fasilitas pendidikan, fasilitas perkantoran, jarak dari kegiatan industri, jarak terhadap pusat kota, dan jarak dari permukiman yang sudah terbangun. Kemudian, berdasarkan hasil prediksi tren perkembangan lahan permukiman dengan cellular automata, pada tahun 2029 lahan permukiman mengalami peningkatan sebesar 3762 Ha atau sebesar 78.43% dengan tingkat akurasi prediksi sebesar 89.31%. Dari hasil analisis overlay peta penggunaan lahan permukiman hasil prediksi tahun 2029 dengan RTRW Kabupaten Sidoarjo 2029, lahan permukiman mengalami potensi deviasi sebesar 7.43% atau 19922,82 Ha.

Sidoarjo as a district with high accessibility and complete facilities is the main target of Surabaya residents for housing. The northern part of the regency is the most attractive area for residential developers, especially Waru, Sedati, Buduran, Candi, and Sidoarjo sub-districts. However, the development trend for residential area in Sidoarjo Regency continues to increase, so that the development of settlements becomes uncontrolled. This is supported by data from the GIS (Geographic Information System) overlay between residential area maps in 2018 and a map of residential area plans on the Sidoarjo Regency Regional Spatial Plan. It is known that in 2018 the development of existing residential area in these 5 sub-districts is in accordance with the spatial plan over 80.19%. This shows that there is a land use deviation against the spatial plan. However, the housing area development patterns in the future are still undiscovered. Therefore, a prediction of residential area development is necessary, considering that Sidoarjo is an affected area of urban sprawl phenomenon in Surabaya City. This study aims to determine the predictions of residential area development in Sidoarjo Regency based on the developer perspective as one of the parties who play a role in the development of residential area. The objectives are achieved through 3 research stages. The first stage is to analyze trends in land development by 2009-2018 using GIS. The second one is to determine the variables influencing the residential area
development along with its rate using the Delphi and AHP methods. The third stage is to predict residential area development using cellular automata. According to the results of the analysis, it was found that the development of existing residential area from 2009-2018 grows by 35.3% or an area of 1551.3 hectares. Meanwhile, the variables
that affect the development of residential area consist of local road networks, arterial road networks, electricity networks, clean water networks, trade facilities and services, educational facilities, office facilities, distance from industrial activities, distance to the city center, and distance from settlements who have been built. The result of land development trend prediction settlements using cellular automata shows that in 2029 residential area will increase by 3,762 hectares or equivalent to 78.43% with the level of prediction accuracy of 89.31%. From the results of the overlay analysis between residential area using prediction maps of 2029 and the Sidoarjo Regency Regional Spatial Plan of 2029, residential land is forecasted to experience a potential deviation of 7.43% or 19922.82 hectares.
