Abstract

Menurut RTRW Kabupaten Kediri Tahun 2010-2030, Kawasan Perkotaan Ngasem merupakan ibu kota Kabupaten Kediri yang direncanakan dengan fungsi kegiatan utama sebagai pusat kegiatan perdagangan jasa berupa Central Bisnis Distric (CBD), pusat pelayanan fasilitas umum, dan kawasan industri. Semakin lama perkembangan lahan terbangun di Kawasan Perkotaan Ngasem terus meningkat, namun Pendapatan Asli Daerah (PAD) Kabupaten Kediri tidak kunjung mengikuti. Padahal apabila tata guna lahan perkotaan dikelola secara optimal akan memberikan keuntungan yang maksimal. Maka dari itu, penelitian ini bertujuan untuk menentukan arahan alokasi ruang yang optimal di Kawasan Perkotaan Ngasem Kabupaten Kediri. Tujuan tersebut dapat dicapai dengan tiga sasaran yang telah dirumuskan dalam penelitian. Sasaran pertama yaitu menentukan model optimasi yang dilakukan dengan menggunakan metode linear programming untuk mendapat komposisi luasan yang optimal. Sasaran kedua yaitu perumusan bobot tiap faktor yang memepengaruhi alokasi penggunaan lahan dengan metode Analytical Hierarchy Process. Sedangkan pada sasaran ketiga yaitu penentuan arahan alokasi ruang yang optimal dengan menggunakan Cellular Automata. Hasil penelitian menunjukkan bahwa komposisi luasan lahan yang optimal untuk perdagangan dan jasa seluas 54,37 Ha, fasilitas umum seluas 109,02 Ha, dan industri seluas 1.036,67 Ha. Namun, dari hasil alokasi ruang diketahui bahwa luasan optimal pada lahan perdagangan dan jasa hanya dapat dialokasikan hanya sebesar 52,69 Ha yang diarahkan mendekati jalan utama, pusat kota, dan kawasan permukiman. Pada alokasi ruang luasan optimal lahan fasilitas umum hanya dapat dialokasikan hanya sebesar 108,92 Ha dengan arahan alokasi mendekati kawasan permukiman. Sedangkan pada alokasi ruang luasan optimal pada lahan industri hnya sebesar 1.035,65 Ha yang lebih diarahkan mendekati jaringan infrastruktur (listrik, telekomunikasi, jalan utama), dan terminal.

Based on RTRW Kediri Regency on 2010-2030, Ngasem Urban Area is the capital of Kediri Regency which is planned with the main function as a center for trade services in the form of Central Business District (CBD), public facilities service centers, and industrial estates. The longer development of built-up land in Ngasem Urban Area continues to increase, but Kediri Regency's Original Revenue (PAD) does not follow. Even if urban land use is managed optimally, it will provide maximum benefits. Therefore, this objective of this research is to determine the optimal direction of space allocation in Ngasem Urban Area, Kediri Regency. These objectives can be achieved with three objectives that have been formulated in the study. The first target is to determine the optimization model that is done by using linear programming methods to obtain the optimal composition of area. The second target is the formulation of the weight of each factor influencing land use allocation by using Analytical Hierarchy Process method. Whereas in the third target is determining the optimal direction of space allocation by using Cellular Automata. The results showed that the composition of the optimal land area for trade and services were 54.37 ha, public facilities were 109.02 ha, and industries were 1,036.67 ha. However, it is known from the results of space allocation that the optimal area of trade and service land can only be allocated to 52.69 ha which is directed towards the main road, city center and residential area. In the allocation of space, the optimal area of public facilities can only be allocated as much as 108.92 Ha with the direction of allocation approaching the residential area. Whereas the optimal area allocation for industrial land was 1,035.65 ha, this is directed towards infrastructure networks (electricity, telecommunications, and main roads) and terminals.
