Abstract
Surabaya merupakan kota metropolitan kedua di Indonesia dengan jumlah penduduk lebih dari 3 juta jiwa pada tahun 2017. Banyaknya penduduk menyebabkan semakin banyak pula permasalahan kota yang dihadapi seperti permasalahan lingkungan dan pemenuhan kebutuhan masyarakat yang belum optimal dan merata. Untuk menghadapi hal tersebut, Pemerintah Kota Surabaya menerapkan suatu konsep cerdas berbasis TIK yang dapat membentuk suatu kota menjadi layak huni, aman, nyaman dan berkelanjutan. Maka dari itu, Surabaya telah menjadi kota cerdas, namun hal tersebut belum menyentuh ke semua dimensinya. Sehingga perlu dilakukan pengupayaan agar Surabaya dapat memenuhi berbagai lini dimensi kota cerdas, salah satunya adalah di bidang permukiman. Terkait permukiman, Kota Surabaya merupakan Kota Pesisir yang berada di tepi pantai utara Provinsi Jawa Timur, sehingga menyebabkan terdapatnya masyarakat yang bermukim di daerah pesisir (kampung pesisir). Karakteristik permukiman di pesisir tentu berbeda dengan permukiman yang terletak di tengah kota. Sehingga perlakuan yang diberikan akan berbeda untuk kampung yang berada di tengah kota dan pesisir kota. Maka dari itu perlu dilakukannya eksplorasi terkait karakteristik dari kampung pesisir yang mendukung Surabaya sebagai kota cerdas. Tujuan penelitian ini adalah untuk menentukan kriteria yang menggambarkan karakteristik kampung pesisir cerdas Surabaya guna mendukung Surabaya sebagai kota cerdas. Untuk mencapai tujuan tersebut, maka perlu melalui 3 tahapan analisis. Tahap pertama adalah mengidentifikasi potensi cerdas kampung pesisir dengan menggunakan analisis deskriptif kualitatif. Tahap kedua adalah mengidentifikasi variabel berpengaruh menggunakan analisis Confirmatory Factor Analysis (CFA) dengan aplikasi SmartPLS. Yang ketiga adalah penentuan kriteria kampung pesisir cerdas dengan menggunakan analisis Pairwise Comparison-Triangulasi. Berdasarkan hasil penelitian, terdapat 22 kriteria yang terbagi pada setiap dimensi smart city dalam lingkup kampung cerdas.

Surabaya is the second metropolis in Indonesia with more than 3 million populations at 2017. The increasing number of residents cause more city problems to overcome such as enviromental problem and fulfilling community needs that is not optimal and evenly distributed. To deal with this, The Surabaya City Government applies an ICT-based smart concept that can form a city that is livable, safe, comfortable and sustainable. Therefore, Surabaya has become a smart city, but it hasn’t completed yet all dimensions. Surabaya need more effort to complete all of smart city dimensions, one of them is residential area problem. Related to the settlement, Surabaya is a Coastal city located on the north coast of East Java Province, causes the existence of people living in coastal area (coastal kampung). Charasteristics of coastal area society are totally different with urban citizen. So do the given policy, there will be a difference between coastal society and midtown citizen. Therefore , need an exploration of their society characteristic, to support Surabaya become smart city. The main goal of this research is, to determine criteria that describe the characteristics of smart coastal kampung in Surabaya to support Surabaya as a smart city. To achieve this goal, it must be through the 3 stage analysis. The first stage is identifying the smart potential of coastal-village using quaitative descriptive analysis. The second stage is identifying influential variables with using Confirmatory Factor Analysis (CFA) feature on SmartPLS Application . The third was a determination of smart coastal kampung criteria using Pairwise comparison-triangulation. According to the research results, there are 22 criteria divided into each dimension of smart city, in the scope of smart kampung.
