Abstract
Jalan tol merupakan jalan yang dikhususkan kendaraan dengan minimal 2 gandar dan sebelum memasuki jalan tol terdapat gerbang tol untuk membayar biaya masuk dengan biaya yang berbeda-beda tiap golongan. Di dalam pelaksanaannya jalan tol seharusnya bebas hambatan, tetapi sering kali terjadi kemacetan. Salah satu faktor dari kemacetan adalah jumlah antrian di gerbang tol dan kurang seimbangnya gerbang tol yang dioperasikan dengan jumlah kendaraan yang masuk. Sehingga dibutuhkan jumlah gerbang tol yang optimum agar dapat memaksimalkan fungsinya sebagai jalan bebas hambatan.
Metode yang digunakan dalam perencanaan gerbang tol Probolinggo – Banyuwangi adalah First In First Out untuk disiplin antrian dan Single Channel – Single Phase sebagai struktur dasar dalam proses antrian. Sistem yang digunakan dalam perencanaan ini ada dua yaitu gardu tol otomatis (GTO) dan On Board Unit (OBU). Perencanaan ini, merencanakan gerbang tol pada tahun 2019 dan 2024 mempertimbangkan panjang antrian dan tingkat pelayanan.
Hasil dari perencanaan gerbang tol Probolinggo – Banyuwangi tahun 2019 adalah untuk arah masuk dan keluar gerbang tol Keraksaan terdapat 2 GTO, 1 GTO khusus, dan 1 gardu tol OBU. Gerbang tol Paiton terdapat 4 GTO, 2 GTO khusus, dan 1 gardu tol OBU. Gerbang tol Besuki terdapat 3 GTO, 2 GTO khusus, dan 1 gardu tol OBU. Gerbang tol Situbondo terdapat 2 GTO, 1 GTO khusus, dan 1 gardu tol OBU. Gerbang tol Asembagus terdapat 1 GTO, 1 gardu GTO khusus, dan 1 gardu tol OBU. Gerbang tol Bajulmati terdapat 1 GTO, 1 GTO khusus, dan 1 gardu tol OBU. Gerbang tol Ketapang terdapat 1 GTO, 1 GTO khusus, dan 1 gardu tol OBU. Pada tahun 2024 gerbang tol Keraksaan terdapat 3 GTO, 1 GTO khusus, dan 1 gardu tol OBU. Gerbang tol Paiton terdapat 5 GTO, 2 GTO khusus, dan 1 gardu tol OBU. Gerbang tol Besuki terdapat 5 GTO, 2 GTO khusus, dan 1 gardu tol OBU. Gerbang tol Situbondo terdapat 3 GTO, 1 GTO khusus, dan 1 gardu tol OBU. Gerbang tol Asembagus terdapat 1 GTO, 1 GTO khusus, dan 1 gardu tol OBU. Gerbang tol Bajulmati terdapat 2 GTO, 1 GTO, dan 1 gardu tol OBU. Gerbang tol Ketapang terdapat 1 GTO, 1 GTO, dan 1 gardu tol OBU.

Highway is a road that is used to vehicles with a minimum of 2 axles and before entering the highway, there is a toll gate to pay the entrance fee with different costs according to the vehicle class. Highway is supposed to be a freeway but traffic jams often happen there, one of the factors of the traffic jam in a highway is caused by very long queue at the toll gate and unbalance number between the number of gates operated and the number of vehicles enter. So, the optimum number of toll gates is needed to maximize highway function as a freeway.
The method that is used in planning Probolinggo - Banyuwangi toll gates is First In First Out for queue discipline and Single Channel - Single Phase as the basic structure in the queue process. There are two systems for planning the toll gate in this final project, the automatic toll booth system (GTO) and On Board Unit (OBU). This final project is planning the toll gate for 2019 and 2024 consider the queue length and service level.
The results of Probolinggo - Banyuwangi toll gate planning in 2019 are 2 GTO, 1 class I-type GTO, and 1 OBU toll booths for entering and exiting from Keraksaan, 4 GTO, 2 class I-type GTO, and 1 OBU toll booths for entering and exiting from Paiton, 3 GTO, 2 class I-type GTO, and 1 OBU toll booths for entering and exiting from Besuki, 2 GTO, 1 class I-type GTO, and 1 OBU toll booths for entering and exiting from Situbondo, 1 GTO, 1 class I-type GTO, and 1 OBU toll booths for entering and exiting from Asembagus, 1 GTO, 1 class I-type GTO, and 1 OBU toll booths for entering and exiting from Bajulmati, 1 GTO, 1 class I-type GTO, and 1 OBU toll booths for entering and exiting from Ketapang. In 2024, the results are 3 GTO, 1 class I-type GTO, and 1 OBU toll booths for entering and exiting from Keraksaan, 5 GTO, 2 class I-type GTO, and 1 OBU toll booths for entering and exiting from Paiton, 5 GTO, 2 class I-type GTO, and 1 OBU toll booths for entering and exiting from Besuki, 3 GTO, 1 class I-type GTO, and 1 OBU toll booths for entering and exiting from Situbondo, 1 GTO, 1 class I-type GTO, and 1 OBU toll booths for entering and exiting from Asembagus, 2 GTO, 1 class I-type GTO, and 1 OBU toll booths for entering and exiting from Bajulmati, 1 GTO, 1 class I-type GTO, and 1 OBU toll booths for entering and exiting from Ketapang
