Abstract
Pupuk merupakan salah satu komoditas subsidi yang dialokasikan hampir ke seluruh wilayah Indonesia. Pada tahun 2018, biaya distribusi pupuk ke Jawa Barat dan Banten mencapai Rp 12,97 M. Biaya tersebut dapat mengalami kenaikan akibat kebijakan pembatasan truk sesuai kapasitas. Kenaikan biaya dapat mencapai dua kali lipat karena muatan truk saat ini sebesar dua kali kapasitas truk. Oleh karena itu pemanfaatan DC diharapkan mampu memberikan penghematan kepada perusahaan. Penelitian ini dilakukan menggunakan metode simulasi-optimasi untuk menentukan alokasi optimal DC berdasarkan kapasitas yang sesungguhnya. Simulasi digunakan untuk melakukan estimasi kapasitas DC dengan mempertimbangkan ketidakpastian proses pengiriman laut hingga pengantongan. Simulasi dijalankan dalam beberapa skenario dengan melakukan modifikasi pada kapasitas kapal dan lama siklus pengiriman. Hasil dari simulasi yang beragam dijadikan sebagai input variable optimasi dalam beberapa kondisi kenaikan biaya sewa truk. Pada kondisi normal, total biaya Rp 12,92 M dengan alokasi optimal DC sebesar 2267,87 ton. Ketidakpastian kapasitas DC hasil simulasi tidak mempengaruhi alokasi optimal DC hingga kenaikan biaya sewa truk dua kali lipat. Semakin besar kenaikan biaya sewa truk maka semakin besar alokasi optimal DC.

Fertilizers are one of subsidized commodity that allocated to entire district in Indonesia. Based on company data in 2018, distribution cost to buffer warehouse in West Java and Banten is Rp 12,97 billions. That cost can increase because of truck load restriction policy. The increment cost can be 100% because the current truck load is twice of truk capacity. So the use of DC expected to be able to provide savings for firm. This research has been done using simulation-optimization method to obtain optimal allocations of DC based on real capacity. The simulation is used to look for DC capacity estimation by considering shipment and packing uncertainty. Simulation is run for several scenarios by modify ship capacity and shipment cycle time. The various of simulation results are used as input variable for optimization in some increasing trucking cost conditions. At the normal condition, total distribution cost reach Rp 12,92 billions with DC optimal allocations are 2267,87 tons. DC capacity as the simulation results can’t affect DC optimal allocations until increasing trucking cost is 100%. Higher percentage in increasing trucking cost can make DC optimal allocations higher.
