Abstract

Salah satu program kerja Dinas Tenaga Kerja Surabaya pada tahun 2016-2019 adalah mengukur produktivitas skala kota. Pada tahun 2017, Dinas Tenaga Kerja telah melakukan pengukuran produktivitas parsial. Namun, input yang digunakan hanya tenaga kerja dan parameter output adalah produk domestik regional bruto. Hal tersebut menimbulkan permasalahan yaitu hasil produktivitas tidak menggambarkan keseluruhan Kota Surabaya. Maka, pada tahun 2019 dilakukan pengukuran produktivitas total terhadap lapangan usaha yang berada di Surabaya. Lapangan usaha yang diukur pada tahun 2019 adalah hotel, restoran, dan retail yang disebut decision making unit (DMU). Dengan dilakukannya pengukuran produktivias, Dinas Tenaga Kerja Surabaya dapat mengidentifikasi lapangan usaha dan wilayah yang belum produktif serta melakukan continuous improvement. Salah satu metode untuk melakukan pengukuran produktivitas adalah Data Envelopment Analysis dan diolah dengan software Open Source Data Envelpment Analysis (OSDEA). OSDEA akan menunjukkan nilai efisiensi dari masing-masing DMU di mana DMU dikatakan produktif ketika efisiensi sama dengan 1. Untuk DMU yang tidak produktif akan dilakukan benchmark ke DMU yang telah efisien sehingga DMU tersebut dapat melakukan perbaikan dari sisi input. Setelah itu akan dilakukan pemetaan persebaran produktivitas berdasarkan 5 wilayah di Kota Surabaya sehingga dapat menjadi masukkan terhadap Dinas Tenaga Kerja Surabaya dalam menentukan kebijakan. Berdasarkan hasil analisis produktivitas terdapat 5 hotel, 19 restoran, dan 20 retail yang tidak produktif selama tahun 2018. Sedangkan untuk wilayah, Surabaya Selatan merupakan wilayah yang paling tidak produktif pada tahun 2018 dengan efisiensi sebesar 88,75%.

One of the programs of Surabaya Labour Department in 2016-2019 is measuring the city-scale productivity. In 2017, Surabaya Labour Department has conducted measuring the productivity of the city. However, the input used in measuring productivity is only the number of labour and the output parameter is only the gross regional domestic bruto. It caused a problem that the measurement does not describe the whole city of Surabaya. Thus, in 2019, the total productivity measurement will be conducted in business fields in Surabaya. The business fields that will be measured are hotel, restaurant, and retail, later called as decision making unit (DMU). With the measurement of total productivity of the city, Surabaya Labour Department can identify the unproductive business fields within the areas also conductng contionuos improvement to the city. One of the methods to measuring productivity is Data Envelopment Enalysis and computed using open source data envelopment analysis software (OSDEA). OSDEA will shows the efficiency of each DMU where the DMU is categorized as productive when the efficiency is equals to one. The unproductive DMU will conduct benchmarking to the productive ones so they can improve the productivity through theirs input. The efficiency will be mapped into 5 regions in Surabaya to identify which region has the lowest productivity. The mapping can be an input to the Labour Department to determine the policies. Based on the productivity analysis that has been conducted, there are 5 hotels, 19 restaurants, and 20 retails categorized as unproductive and South Surabaya is the lowest productivity regions with efficiency of 88,75%.
