Abstract

Usaha peningkatan peran angkutan umum kota diwujudkan oleh Pemerintah Kota Surabaya melalui peluncuran Suroboyo Bus yang melayani koridor Utara – Selatan dengan rute Purabaya – Rajawali. Saat ini, Suroboyo Bus berada dalam kategori bus biasa dan sistem busways. Untuk menjadikannya sistem busways, perlu adanya pengembangan dedicated lane. Dari segi keandalan dan waktu perjalanan, Suroboyo Bus masih belum bisa dibilang unggul dari jenis angkutan lain karena masih terpengaruh oleh kondisi jalan. Solusi untuk keadaan ini adalah dengan menyediakan jalur khusus (Dedicated Lane) dengan mempertimbangkan kondisi serta karakteristik jalan di sepanjang rute Purabaya - Rajawali. Karena itu perlu dirumuskan skenario pengembangan dedicated lane Suroboyo Bus rute Purabaya – Rajawali. Penelitian ini memiliki tujuan untuk menyusunan Skenario pengembangan Dedicated Lane Suroboyo Bus Rute Purabaya – Rajawali. Untuk mencapai tujuan tersebut, terdapat tiga sasaran yang perlu dicapai, yaitu 1) Mengidentifikasi skenario pengembangan Dedicated Lane untuk Suroboyo Bus rute Purabaya – Rajawali sesuai dengan karakteristik segmen, dengan metode rapid demand assessment 2) Melakukan pemilihan skenario penerapan Dedicated Lane untuk Suroboyo Bus rute Purabaya – Rajawali., dengan metode Delphi 3) Melakukan validasi skenario pengembangan Dedicated Lane untuk Suroboyo Bus rute Purabaya – Rajawali. Hasil dari penelitian ini menunjukkan bahwa skenario Dedicated Lane tidak cocok dikembangkan di 2 dari 25 segmen jalan dan cocok dikembangkan di 23 segmen jalan lainnya di sepanjang jalan rute Suroboyo Bus Purabaya - Rajawali. Tiga segmen jalan dari 23 segmen jalan tersebut lebih cocok untuk dikembangkan bus lane. Sedangkan, 19 dari 23 segmen jalan lebih cocok dikembangkan busways dengan 6 dari 19 segmen jalan memiliki skenario alternatif sedangkan 13 segmen lainnya akan tetap mengacu kepada skenario utama. Serta, terdapat 1 dari 23 segmen jalan yang lebih cocok dikembangkan bus lane dan busways.

The effort for increasing public transportation role is actualized by the city government through the launching of Suroboyo Bus which serves along the north-south corridor of the city, namely Purabaya – Rajawali route. At this moment, Suroboyo Bus is in between regular bus and busways system category. For enacting Suroboyo Bus as busways system, there is a need to develop Dedicated Lane. Based on the current is still affected by the road condition, thus it has low performance and reliability. The solution for such circumstances is to provide Dedicated Lane while considering the road condition and characteristics along Purabaya – Rajawali route. This study aims to organize the Development Scenario of Dedicated Lane for Suroboyo Bus Purabaya - Rajawali. There are three objectives that need to be achieved, 1) Identifying the scenario of Dedicated Lane for Suroboyo Bus Purabaya – Rajawali route based on its segment characteristic, through rapid demand assessment 2) Determining the scenario of Dedicated Lane for Suroboyo Bus Purabaya – Rajawali route based on Delphi 3) Validating the scenario of Dedicated Lane for Suroboyo Bus Purabaya – Rajawali based on experts agteement in Delphi as well as from the road Level of Service. The results of this study indicate that the Dedicated Lane scenario is suitable to be developed in 23 road segments along Purabaya Rajawali route. Among these, 3 road segments are more suitable for bus lane while 19 segments are more suitable for busways development. Among these 19 segements,6 segments have their alternaive scenario whilst the rest stick with the main scenario. Lastly, the last 1 segment among these 23 road segments is going to have both bus lane and busways.
