Abstract
Desa Bejagung merupakan salah satu desa yang ada di Kabupaten Tuban yang memiliki arahan pengembangan sebagai desa wisata, dengan fokusan sebagai desa wisata yang berbasis religi. Dimana Desa Bejagung masuk dalam Zona I kawasan peruntukan pariwisata Kab. Tuban. Berdasarkan teori-teori terkait komponen desa wisata religi, Desa Bejagung sudah memiliki beberapa komponen yang dibutuhkan sebagai sebuah desa wisata religi. Akan tetapi beberapa aspek masih perlu ditingkatkan lagi supaya dapat menjadi desa wisata religi yang ideal, seperti pemenuhan sarana akomodasi yang berupa penginapan, pengoptimalan atraksi wisata yang menunjukkan suasana desa wisata religi, serta pengoptimalan pelibatan masyarakat dalam pengelolaan desa wisata religi. Sehingga tujuan dari penelitian ini adalah untuk merumuskan strategi pengembangan pariwisata di Desa Bejagung sebagai sebuah desa wisata religi secara optimal. Penelitian ini merupakan penelitian yang bersifat kualitatif dengan pendekatan yang bersifat rasionalistik dengan tiga tahapan penelitian yang dilakukan. Tahap pertama yaitu mengidentifikasi karakteristik desa wisata religi di Desa Bejagung dengan menggunakan teknik Content Analysis. Tahap kedua yaitu menentukan faktor-faktor yang berpengaruh dalam pengembangan desa wisata religi di Desa Bejagung dengan menggunakan teknik Content Analysis. Tahap terakhir berupa menyusun strategi pengembangan pariwisata yang optimal bagi Desa Bejagung sebagai sebuah desa wisata religi berdasarkan faktor-faktor yang berpengaruh dan karakteristiknya (hasil tahap 1 dan tahap 2) dengan menggunakan metode deskriptif kualitatif. Hasil dari penelitian ini adalah terdapat sembilan faktor yang berpengaruh dalam pengembangan desa wisata religi di Desa Bejagung. Berdasarkan faktor-faktor yang berpengaruh tersebut, dirumuskan strategi dengan memperhatikan karakteristiknya. Strategi-strategi tersebut antara lain inisiasi pelibatan masyarakat dalam kegiatan desa wisata melalui pelatihan dan pendirian UMKM, pembangunan sarana akomodasi yang sesuai dengan karakteristik pengunjung, serta penyusunan kalender festival yang menampilkan daya tarik budaya Desa Bejagung untuk lebih mengenalkan Desa Wisata Religi Bejagung kepada masyarakat luas.

Bejagung Village is one of the villages in Tuban Regency which has the direction of development as a tourism village, with the focus of religious tourism village. In which Bejagung Village is included in Zone I of the tourism allotment area of Tuban Regency. According to the theories related to religious tourism village components, Bejagung Village already has the necessary components as a religious tourism village. However, there are some improvements that are needed to be done for Bejagung Village in order to achieve an ideal religious tourism village. Those improvements include fulfillment of accommodation facilities in the form of lodging, optimization of tourist attractions that show the atmosphere of religious tourism village, as well as optimization of community involvement in the management of religious tourism village. Thus the purpose of this research is to formulate a strategy to develop tourism in Bejagung Village as an optimal religious tourism village. This research is a qualitative study with a rationalistic approach which includes three phases of research. The first phase is to identify the characteristics of religious tourism village in Bejagung Village by using Content Analysis technique. The second phase is to determine the factors that influence the development of religious tourism village in Bejagung Village by using Content Analysis technique. The final phase is to develop an optimal tourism development strategy for Bejagung Village as a religious tourism village based on the influential factors and characteristics (based on the results of phase 1 and phase 2) using qualitative descriptive methods. The results of this research consist of nine factors that influence the development of religious tourism village in Bejagung Village. Based on those influential factors, a strategy which concerns its characteristics is formulated. These strategies include the initiation of community involvement in tourism village activities through training and the establishment of MSMEs, the construction of accommodation facilities suitable to visitor characteristics, and the preparation of a festival calendar that displays the cultural appeals of Bejagung Village in order to introduce the Bejagung Religious Tourism Village to a wider community.
