Abstract

Hasil penilaian Indeks Risiko di TPA Regional Sarbagita menunjukkan nilai sebesar 627,5 yang termasuk dalam kategori bahaya sangat tinggi. Berdasarkan kondisi tersebut, diperlukan penutupan dan revitalisasi TPA menjadi Ruang Terbuka Hijau (RTH) yang diharapkan dapat memberikan manfaat bagi masyarakat, antara lain meningkatkan nilai estetika, derajat kesehatan masyarakat, dan kualitas lingkungan. Pemanfaatan lahan bekas TPA sebagai RTH memerlukan penanganan terhadap lindi, gas, serta sistem drainase, disertai kajian kecukupan sumber daya manusia (SDM) untuk mendukung pengelolaannya. Penelitian ini berfokus pada aspek teknis, kelembagaan, dan lingkungan. Aspek teknis meliputi analisis potensi debit lindi menggunakan metode Thornthwaite, analisis potensi gas menggunakan metode triangular, serta perhitungan dimensi saluran drainase di sekitar RTH. Aspek kelembagaan mencakup kajian kecukupan personel berdasarkan jumlah SDM yang dimiliki pengelola, sedangkan aspek lingkungan meliputi penyusunan upaya pengelolaan dan pemantauan lingkungan berdasarkan potensi dampak yang mungkin timbul selama pengelolaan bekas TPA. Hasil penelitian menunjukkan bahwa potensi timbulan gas maksimum pada tahun 2018 mencapai 48.536.514,61 m³, sedangkan debit lindi yang harus dikelola sebesar 3,84 liter/detik. Pembagian kewenangan pengelolaan TPA perlu disesuaikan dengan peraturan yang berlaku, dan kelembagaan pengelola yang ada masih memerlukan penambahan personel untuk mendukung kinerja operasional. Salah satu dampak lingkungan yang berpotensi terjadi adalah kebakaran akibat peningkatan gas metana yang dihasilkan dari timbunan sampah. Upaya pengelolaan yang direkomendasikan meliputi pemasangan pipa gas vertikal pada area RTH, penerapan larangan merokok dan membuang puntung rokok di area bekas timbunan sampah, serta pelaksanaan inspeksi rutin sebagai bagian dari kegiatan pemantauan lingkungan yang dilakukan setiap tiga bulan sekali.

The Risk Index Assessment of the Sarbagita Regional Landfill resulted in a score of 627.5, which is classified as a very high-risk category. Based on this assessment, the landfill should be closed and revitalized into a Green Open Space (GOS) to provide environmental, aesthetic, and public health benefits. The conversion of the former landfill into a green open space requires proper management of leachate, landfill gas, and the drainage system, as well as an assessment of the adequacy of human resources required for its operation. This study focuses on technical, institutional, and environmental aspects. The technical aspect includes estimating leachate generation using the Thornthwaite method, analyzing landfill gas potential using the triangular method, and designing drainage channel dimensions around the green open space. The institutional aspect evaluates the adequacy of personnel based on the existing workforce, while the environmental aspect develops environmental management and monitoring plans to address potential impacts associated with the former landfill site. The results indicate that the maximum landfill gas generation in 2018 reached 48,536,514.61 m³, while the leachate discharge requiring treatment was 3.84 L/s. The distribution of management responsibilities should comply with the applicable regulations, and the existing institutional structure requires additional personnel to improve operational performance. One of the primary environmental risks is the potential for fire caused by methane gas accumulation from the waste deposits. Recommended management measures include installing vertical gas venting pipes within the green open space, enforcing strict no-smoking policies and prohibiting the disposal of cigarette butts in the former landfill area, and conducting routine environmental inspections every three months as part of the environmental monitoring program.
