Abstract

IUU (illegal, unreported, unregulated) Fishing adalah kegiatan penangkapan ikan secara tidak sah, tak dilaporkan pada institusi pengelola perikanan yang berwenang, dan kegiatan perikanan yang tidak sesuai regulasi. Berdasarkan data milik KKP dalam jangka waktu 2012 hingga tahun 2018 Satgas 115 melalui 34 Kapal Pengawas Perikanan telah menangkap setidaknya 730 kapal pelaku IUU Fishing. Wilayah Pengelolaan Perikanan Negara Republik Indonesia (WPP NRI) 711 menjadi wilayah yang paling rawan terhadap praktik IUU Fishing. Wilayah WPP NRI 711 meliputi wilayah perairan Selat Karimata, Laut Natuna, dan Laut China Selatan. Dalam bidang maritim khususnya kapal, Indonesia perlu meningkatkan inovasi terhadap pengembangan dan penerapan teknologi. Penerapan teknologi bisa dari segala aspek mulai dari segi desain, peralatan bantu, otomatisasi, dll. Salah satu inovasi dibidang desain kapal adalah penerapan Hydrofoil. Dengan maksud untuk menunjang pemberantasan IUU Fishing di Perairan Natuna, maka Tugas Akhir ini akan didesain Kapal Pengawas Perikanan Hydrofoil milik KKP. Hydrofoil diharapkan dapat meningkatkan efisiensi kapal secara signifikan. Hasil Tugas Akhir ini didapatkan desain kapal kelas D, dengan ukuran utama LOA : 30 m, Lwl : 28.67 m, B: 6.4 m, H : 3m dan T: 1.04, Kecepatan dinas kapal 25 Knot dan mampu menghasilkan kecepatan maksimum 36.64 Knot, dengan kapasitas kru sebanyak 15 orang, rute pelayaran didaerah WPP NRI 711. Desain hydrofoil menggunakan konfigurasi canard dan Surface Piercing, tipe profile NACA 64(1)212 dengan Aspect ratio : 6 dan dimensi foil depan Span : 5.94 m, Chord : 0.996, Angle of Attack : 4.5˚, dimensi belakang Span : 57.63 m, Chord : 1.272, Angle of Attack : 4.5˚ menggunakan strut NACA 63-012 dengan dimensi Depth : 2.554 m, dan Chord : 0.996 berjumlah 5 pada masing masing foil. Hasil analisa hambatan menunjukkan bahwa hydrofoil mampu meningkatkan efisiensi sebesar 6.9% pada kecepatan 25 Knot, dan peningkatan hingga 33.48% pada kecepatan maksimum 36,64 Knot.

IUU (illegal, unreported, unregulated) Fishing is illegal fishing activities, not approved by the fisheries management involved, and fishing activities that are not in accordance with the regulations. Based on Ministry of Marine Affairs and Fisheries (KKP) data in the period of 2012 until 2018, Satgas 115 through 34 Fisheries Surveillance Vessels arrest 730 vessels of IUU Fishing. The Republic of Indonesia Fisheries Management Region (WPP NRI) 711 is the region most to the practice of IUU Fishing. The WPP NRI 711 region covers the Karimata Strait, Natuna Sea and South China Sea. In the special maritime field especially ships, Indonesia needs to improve on the development and application of technology. The application of technology can be from all aspects, such as ships design, auxiliary equipment, automation, etc. One of the innovations in ship design is the application of Hydrofoil. With the intention of supporting the eradication of IUU Fishing in Natuna Waters, this Final Project will design the KKP’s Hydrofoil Surveillance Vessel. Hydrofoil is expected to increase ship efficiency significantly. The results of this Final Project are the design of class D Surveillance Vessel, with the main size LOA: 30 m, Lwl: 28.67 m, B: 6.4 m, H: 3m and T: 1.04. Ship’s speed is 25 Knots and capable of producing a maximum speed of 36.64 Knots, with a crew capacity of 15 person, and the operating route in the WPP NRI 711 area. The hydrofoil design uses canard and Surface Piercing configurations, NACA 64 (1) 212 profile type with aspect ratio : 6. The front foil dimensions are, Span: 5.94 m, Chord: 0.996 , with Angle of Attack: 4.5˚. The rear foil dimension are Span: 57.63 m, Chord: 1.272, Angle of Attack: 4.5˚ use NACA 63-012 strut with Depth: 2.554 m, and Chord: 0.996 with each of 5 foils. From the analisys results that hydrofoil increase efficiency by 6.9% at a speed of 25 Knots, and increase up to 33.48% at a maximum speed of 36.64 Knots.
