Abstract

Pembuangan air limbah tanpa pengolahan terlebih dahulu dapat mencemari lingkungan, khususnya sumber-sumber air baku yang berada di permukaan ataupun di dalam tanah. Menurut strategi sanitasi Kota Surabaya (2016), kelurahan asemrowo termasuk daerah dengan risiko tinggi dalam aspek kesehatan lingkungan. Jumlah penduduk Kecamatan Asemrowo sebesar 46.304 jiwa dan kepadatan penduduk Kecamatan Asemrowo yaitu 3.326,29 jiwa/km2. Dalam strategi sanitasi Kota Surabaya tahun 2017-2021, Kecamatan Asemrowo termasuk dalam wilayah prioritas pengembangan sistem pengolahan air limbah. Menurut strategi sanitasi Kota Surabaya (2016), masyarakat Kecamatan Asemrowo yang masih melakukan buang air besar sembarangan (BABs) sebanyak 1113 KK. Salah satu aspek penentu daerah risiko tinggi yaitu kepemilikan jamban pribadi, di Kecamatan Asemrowo 89,6% masyarakatnya telah memiliki jamban pribadi. Tujuan dari perencanaan tugas akhir ini adalah merencanakan sistem penyaluran dan pengolahan air limbah domestik di Kecamatan Asemrowo. Perencanaan dilakukan berdasarkan Peraturan Daerah Kota Surabaya Nomor 12 Tahun 2016 tentang Pengelolaan Kualitas Air dan Pengendalian Air Limbah. Sedangkan, untuk kualitas effluent mengacu pada Peraturan Menteri Lingkungan Hidup dan Kehutanan Republik Indonesia nomor 68 tahun 2016 tentang baku mutu air limbah domestik. Metode Perencanaan ini meliputi pengambilan data primer dari observasi lapangan, penyebaran kuesioner masyarakat dengan random sampling sebanyak 105 responden dan analisis kualitas air limbah untuk penentuan instalasi pengolahan air limbah (IPAL) yang akan digunakan. sedangkan pengambilan data sekunder didapatkan dari instansi terkait. Perencanaan ini menyajikan perencanaan teknis dan perencanaan finansial. Perencanaan sistem air limbah domestik (SPAL) meliputi grey water dan black water. Pelayanan pada Sistem penyaluran air limbah domestik dibagi menjadi 4 blok dan menggunakan shallow sewerage. Diameter yang digunakan dalam perencanaan ini adalah 114 mm, 140 mm, 216 mm dan 267 mm. IPAL yang digunakan pada blok A, B dan C menggunakan Aerobic Biofilter dan Clarifier. Sedangkan untuk IPAL blok D menggunakan Aerobic Biofilter.

Disposal of wastewater without appropriate treatment could lead to environmental pollution; specifically, it could harm both the water bodies and the groundwater. According to Sanitation Strategy of Surabaya City (2016), Asemrowo Sub-district was classified as the high-risk area in terms of environmental health aspect. The population of Asemrowo Sub-district is 46.304 people with the population density is 3.326,29 people per square kilometer. As stated in the Sanitation Strategy of Surabaya City 2017-2021, Asemrowo Sub-District is included in the priority area for wastewater treatment system development. According to Sanitation Strategy of Surabaya City (2016), 1.113 households in Asemrowo Sub-district still practicing open defecation (OD). One of the key factors to determine environmental health high-risk area is the availability of a toilet in each house. 89,6% of the people of Asemrowo Sub-district have their own latrines. The purpose of this final project is to plan and design the sewerage system as well as the on-site wastewater treatment system in Asemrowo Sub-District. The design is based on Regional Regulation of Surabaya Number 12 of 2012 concerning the Management of Water Quality and Wastewater. Whereas, the effluent quality of wastewater for the wastewater treatment plant refers to the Regulation of the Minister of Environment and Forestry of the Republic of Indonesia number 68 of 2016 concerning domestic wastewater threshold The methods which are used to collect primary data for the design are: doing field observation, distributing community questionnaires with a random sampling of 105 respondents, and analyzing the quality of wastewater to determine the suitable on-site wastewater treatment plant units. Meanwhile, the secondary data were obtained from the related authorized government agencies. This design includes both the technical and financial aspect. In this design of sewerage system is planning for grey water and black water. The sewerage system used in this design is shallow sewerage system which divided into four blocks. The diameter of the sewerage pipe used in this design are 114 millimeters, 140 millimeters, 216 millimeters, and 267 millimeters. The block A, B, and C are designed to use Aerobic Biofilter and Clarifier for the on-site wastewater treatment plant, meanwhile block D use Aerobic Biofilter.
