Abstract

Kemacetan merupakan situasi atau keadaan tersendatnya atau bahkan terhentinya lalu lintas yang disebabkan oleh banyaknya jumlah kendaraan melebihi kapasitas jalan. Kemacetan banyak terjadi di kota-kota besar misalnya Solo. Salah satu daerah rawan macet di Solo adalah Jl. Brigjend Slamet Riyadi atau Jl. Slamet Riyadi. Jalan Slamet Riyadi adalah salah satu jalan raya utama di Kota Solo dan terdapat perlintasan rel kereta api. Perlintasan ini mempertemukan jalur kereta api dengan jalan raya pada Jalan Slamet Riyadi yang mengakibatkan rawan kecelakaan, kemacetan, panjang antrian, delay yang terus meningkat. Untuk mengurangi permasalahan tersebut dibutuhkan sebuah flyover. Pembangunan flyover diharapkan bisa mengatasi kemacetan pada perlintasan rel kereta api. Dalam Tugas Akhir ini akan menganalisis volume lalu lintas yang melewati jalan eksisting serta volume lalu lintas rencana yang akan melewati jalan layang (flyover) yang dibangun nantinya dengan cara melakukan forecasting untuk memperkirakan jumlah kendaraan pada tahun mendatang. Analisis kelayakan ditinjau dari ekonomi jalan raya. Kelayakan lalu lintas dilakukan dengan membandingkan Derajat Kejenuhan (Dj) eksisting dan rencana, serta pengumpulan data primer yang didapatkan dari hasil survey traffic counting dan license plate. Analisis kinerja lalu lintas menggunakan Pedoman Kapasitas Jalan Indonesia 2014 (PKJI). Kelayakan ekonomi menganalisis nilai waktu dan biaya operasional kendaraan (BOK) menggunakan metode Jasa Marga serta kelayakan ekonomi dinilai juga dari hasil perhitungan BCR dan NPV. Berdasarkan hasil analisis, sebelum dibangun flyover derajat jenuh Jalan Slamet Riyadi arah barat-timur dan timur-barat masing-masing 0,861 dan 0,734. Sedangkan setelah dibangun flyover, derajat jenuh Jalan Slamet Riyadi arah barat-timur dan timur-barat masing-masing 0,055 dan 0,058. Untuk flyover Purwosari, Solo, derajat jenuh adalah sebesar 0,744. Berdasarkan dari analisis kelayakan dari segi ekonomi akan didapatkan nilai Benefit Cost Ratio (BCR) sebesar 23,57 >1 serta Net Present Value (NPV) sebesar Rp 4.004.546.375.187 > 0. Kesimpulannya, rencana pembangunan flyover Purwosari, Solo ini dapat dikatakan layak secara lalu lintas dan ekonomi.

Congestion is a situation or state of stagnation or even cessation of traffic caused by the large number of vehicles exceeding road capacity. Congestion often occurs in big cities such as Solo. One of the traffic jam prone areas in Solo is Jl. Brigadier General Slamet Riyadi or Jl. Slamet Riyadi. Jalan Slamet Riyadi is one of the main highways in the city of Solo and there are railroad crossings. This crossing brings together the railway line with the highway on Jalan Slamet Riyadi which results in accident-prone,congestion, queue length, delay that continues to increase. To reduce these problems, a flyover is needed. The construction of flyovers is expected to overcome congestion at the railroad crossing. In this Final Project, it will analyze the traffic volume that passes through the existing road and the planned traffic volume that will pass the flyover that is built later by forecasting to estimate the number of vehicles in the coming year. The feasibility analysis is reviewed from the road economy. The feasibility of traffic is done by comparing the existing Degrees of Saturation (Dj) and plans, as well as collecting primary data obtained from the survey results of traffic counting and license plates. Analysis of traffic performance using the 2014 Indonesian Road Capacity Guidelines (PKJI). Economic feasibility of analyzing the time and operational costs of vehicles (BOK) using the Jasa Marga method and economic feasibility are also assessed from the results of the calculation of BCR and NPV. Based on the results of the analysis, before the completion of saturated degree flyovers Jalan Slamet Riyadi in the east-west and east-west directions were 0,861 and 0,734. respectively. Whereas after the flyover was constructed, the saturation degrees of Jalan Slamet Riyadi in the east-west and east-west directions were 0,055 and 0,058 respectively. For Purwosari, Solo flyover, the saturation degree is 0,744. Based on the feasibility analysis in terms of economics, the Benefit Cost Ratio (BCR) value of 23,57 > 1 and the Net Present Value (NPV) of Rp 4.004.546.375.187 > 0. The conclusion is that the plan to construct the flyover of Purwosari, Solo can be said to be feasible in traffic and economy.
