Abstract
Perusahaan Daerah Air Minum (PDAM) merupakan salah satu perusahaan milik daerah yang bergerak di bidang pelayanan distribusi air bersih. Seiring dengan bertambahnya jumlah penduduk setiap tahunnya menyebabkan PDAM harus meningkatkan kapasitas produksi air bersih pada setiap wilayah layanan. Masyarakat Kabupaten Purworejo mayoritas memanfaatkan sumur sebagai sumber air minum maupun kegiatan sehari-hari. Hal ini merupakan tantangan yang dihadapi oleh PDAM Kabupaten Purworejo untuk mendorong masyarakat Kabupaten Purworejo berlangganan dengan PDAM. PDAM Kabupaten Purworejo cabang Purworejo melayani sekitar 12.963 SR dari jumlah penduduk Kecamatan Purworejo. Saat ini, cakupan pelayanan PDAM Kabupaten Purworejo cabang Purworejo sebesar 52,60%. Berdasarkan RISPAM Kabupaten Purworejo, cakupan pelayanan air minum di perkotaan dan pedesaan pada tahun 2031 ditargetkan mampu melayani hingga 100%. Selain itu, jumlah kehilangan air (Non Revenue Water) di PDAM Kabupaten Purworejo sebesar 32,24%. Penelitian ini bertujuan untuk merencanakan, menganalisis dan menetapkan strategi pengembangan pelayanan PDAM ditinjau dari aspek teknis, finansial dan kelembagaan. Analisis aspek teknis menggunakan program EPANET, untuk melihat sistem distribusi pada kondisi eksisting dan rencana pengembangan. Aspek finansial dengan melihat kelayakan investasi menggunakan perhitungan Net Present Value (NPV), Internal Rate of Return (IRR) dan Benefit Cost Ratio (BCR), dimana nilai NPV > 0, BCR > 1 dan IRR > suku bunga yang digunakan maka kegiatan pengembangan pelayanan secara ekonomi layak untuk dilaksanakan. Sedangkan aspek kelembagaan dengan instrument Organizational Culture Assessment Instrument (OCAI) untuk mengetahui budaya organisasi pada kondisi “saat ini” dan “yang diharapkan”.
Hasil dari penelitian ini, secara teknis daerah pelayanan di Kecamatan Purworejo dibentuk 3 zona dengan 24 blok pelayanan. Kebutuhan air yang diperlukan pada tahap 1 sebesar 138,89 L/detik dan tahap 2 sebesar 168,20 L/detik. Daerah yang dikembangkan meliputi desa Wonoroto, Ganggeng, Semawung, Sidorejo dan Sidomulyo. Analisis kelayakan finansial menunjukkan jika nilai NPV sebesar Rp6.969.816.463, IRR = 10,18% dan BCR = 1,6 sehingga disimpulkan bahwa proyek layak dilaksanakan. Pada aspek kelembagaan, profil budaya organisasi di PDAM Kabupaten Purworejo pada saat ini menerapkan tipe budaya clan dan yang diharapkan nantinya tetap pada tipe budaya tersebut. Tipe budaya ini lebih fokus pada kondisi internal perusahaan. Strategi pengembangan yang dapat dilakukan untuk memaksimalkan cakupan pelayanan yaitu dengan memberikan promosi dan kemudahan terhadap pelanggan yang akan memasang sambungan rumah baru.

Water Supply Company (PDAM-Perusahaan Daerah Air Minum) is one of the regional owned enterprises engaged in clean water distribution services. Since the population increase each year, the Water Supply Company must upgrade the production capacity of clean water in each service area. The majority of the residents in Purworejo use wells as a source of drinking water and daily activities. It is a challenge faced by the Water Supply Company in Purworejo to encourage the residents to become customers. The Water Supply Company in Purworejo unit serves around 12,963 House Connection (SR-Sambungan Rumah) of the total population. The current service coverage of the Water Supply Company in Purworejo is 52.60%. Based on the Water Supply Master Plan (RISPAM-Rencana Induk Pengembangan Sistem Penyediaan Air Minum) in Purworejo, the coverage of drinking water services in urban and rural areas in 2031 is targeted to be able to serve up to 100%. Moreover, the number of Non Revenue Water in the Water Supply Company in Purworejo is 32.24%. This present study aimed to plan, analyze, and establish the service development strategies of the Water Supply Company in terms of technical, financial, and institutional aspects. The analysis of the technical aspect employed the EPANET program to know the distribution system in the existing conditions and the development plans. The financial aspect by looking at the feasibility of investment applied the calculation of Net Present Value (NPV), Internal Rate of Return (IRR) and Benefit Cost Ratio (BCR), where NPV> 0, BCR> 1 and IRR> interest rates were used so that the service development activities would be economically feasible. Furthermore, the institutional aspect was based on the Organizational Culture Assessment Instrument (OCAI) in order to determine the organizational culture in the current and expected conditions. According to the results of this research, the service area in Purworejo was technically formed by 3 zones consisting of 24 service blocks. The water needs in the stage 1 and 2 were 138.89 L/s and 168.20 L/s. Wonoroto, Ganggeng, Semawung, Sidorejo and Sidomulyo villages were the areas that were developed. The financial feasibility analysis showed that the NPV value was Rp6,969,816,463; IRR = 10.18% and BCR = 1.6 so it could be concluded that the project was feasible. In regard to the the institutional aspect, the current cultural profile of the organization in the Water Supply Company in Purworejo implemented a clan type of culture and was expected to remain in that type of culture. This type of culture was more focused on the internal conditions of the company. The development strategy that can be done to maximize the service coverage is by providing promotion and easier requirements for customers who are interested in installing a new home connection.
