Abstract

Upaya Pemerintah Kota Surabaya untuk memfasilitasi perjalanan berdasarkan maksud perjalanan ke sekolah adalah program bus sekolah sebagai strategi Transport Demand Management (TDM). Tujuan program bus sekolah yaitu untuk mengurangi penggunaan kendaraan bermotor pada siswa sekolah dibawah umur, mengurangi kemacetan, hemat biaya, meminimalisir kecelakaan pada siswa, dan anak dapat bersosialisasi dengan murid sekolah lain di dalam bus sekolah. Fasilitas tempat henti bus sekolah dan penentuan lokasinya memiliki kedudukan penting karena meninjau dari faktor keselamatan dan faktor kemudahan bagi siswa menuju sekolah. Penelitian ini bertujuan untuk mengevaluasi lokasi shelter bus sekolah berdasarkan kriteria lokasi untuk bus sekolah Rute Timur Kota Surabaya. Penelitian ini dikembangkan dengan Metode Skala Likert untuk menentukan kriteria lokasi halte bus sekolah yang bisa diterapkan di Kota Surabaya. Hasil analisis Metode Skala Likert menunjukkan bahwa terdapat 28 kriteria sangat penting, 7 kriteria penting dan 1 kriteria netral. Kemudian lokasi halte bus sekolah dievaluasi menggunakan normalisasi data melalui Metode Strategi Penskalaan dengan Penyamaan Interval dan Standar Deviasi. Hasil analisis menunjukkan bahwa Halte Kantor Kecamatan Rungkut merupakan halte bus sekolah dengan nilai tingkat kesesuaian tertinggi yaitu 3,30 (82,15%), sementara Halte SMP Negeri 48 Surabaya merupakan halte bus sekolah dengan nilai tingkat kesesuaian terendah yaitu 2,67 (63,65%).

Surabaya Government have implemented school bus program as part of Transport Demand Management (TDM) strategy. The purpose of the school bus program is to reduce the underage students to drive vehicle, to reduce congestion, to save money, to minimize the accidents of students, and also in order that students are able to socialize with another students in the school bus. School bus shelter facilities and location determination are important for safely and accessibility to go to school. This study aims to evaluate the location of school bus shelters based on the location criteria for the school bus East Route, Surabaya City. This study use the Likert Scale Method to determine the location of school bus shelter criteria that can be applied in Surabaya City. The result of Likert Scale Method showed 28 very important criteria, 7 important criteria and 1 neutral criterion. The location of school bus shelters are then evaluated by using normalization of data through Scaling Strategic Method by equating intervals and standard deviations. The results showed the Rungkut Sub-District Office school bus shelter has the highest performance that scored 3.30 (82.15%), while the SMP Negeri 48 Surabaya school bus shelter was the lowest performance that scored 2,67 (63.65%).
