Abstract
Kecamatan Pesanggaran terletak di barat daya Kabupaten Banyuwangi yang terdiri lima desa, dua di antaranya termasuk dalam area berisiko tinggi sanitasi persampahan. Selain itu, terdapat pula deretan pantai yang menjadi destinasi wisata favorit, salah satunya adalah kawasan Pantai Pulau Merah. Pantai Pulau Merah ini baru saja ditetapkan sebagai kawasan Taman Bumi Nasional dan sedang bersiap untuk bisa lolos menjadi bagian dari Global Geopark Network (GGN) UNESCO. Namun demikian, belum ada sistem pengelolaan sampah di Kecamatan Pesanggaran. Sehingga tujuan penelitian ini adalah merencanakan pengelolaan sampah di Kecamatan Pesanggaran serta menghitung Bill of Quantity (BOQ) dan Rencana Anggaran Biayanya. Pengelolaan sampah yang dibahas meliputi skenario pengelolaan sampah eksisting dan rencana. Pada skenario pengelolaan sampah eksisting, belum terdapat fasilitas pelayanan persampahan. Sedangkan pada skenario rencana, dilakukan perencanaan pengelolaan sampah mulai dari reduksi di sumber, pewadahan sampah, sistem pengumpulan sampah, dan perencanaan TPS/TPS 3R. Skenario ini direncanakan untuk mengetahui potensi pengurangan, penggunaan kembali, dan daur ulang sampah yang dapat dilakukan. Metode pengukuran timbulan sampah dilakukan dengan dua cara, pertama, mengukur langsung timbulan sampah dari sejumlah sampel rumah tangga dan non rumah tangga di sumber sesuai SNI 19-3964-1994 selama delapan hari berturut-turut. Metode kedua adalah load-count analysis untuk kawasan Pantai Pulau Merah selama delapan hari berturut-turut. Biaya yang dihitung dalam perancanaan ini meliputi biaya investasi, biaya operasional dan pemeliharaan, serta biaya penyusutan. Bill of Quantity (BOQ) dan Rencana Anggaran Biaya (RAB) dihitung berdasarkan Analisa Harga Satuan Pekerjaan (AHSP) Kabupaten Banyuwangi. Timbulan sampah rumah tangga di Kecamatan Pesanggaran sebesar 0,33 kg/orang.hari dengan densitas 94,10 m3/hari. Timbulan sampah sejenis sampah rumah tangga meliputi SD, SMP, SMA, kantor, toko, pasar, dan obyek wisata berturut-turut sebesar 4,99 kg/hari, 3,83 kg/hari, 4,87 kg/hari, 12,23 kg/hari, 39,59 kg/hari, 101,2 kg/hari dan 0,27 kg/pengunjung.hari. Dalam skenario pengelolaan sampah, direncnakan reduksi di sumber sebesar 10% pada tahun 2029 dengan peningkatan reduksi sebesar 1% per tahun. Reduksi di TPS 3R direncanakan sebesar 20% untuk mencapai target Jakstranas pengurangan sebesar minimal 30%. Pewadahan yang direncanakan untuk rumah tangga berupa wadah komunal, sedangkan untuk fasilitas umum berupa wadah individu. Pengumpulan sampah dilakukan menggunakan gerobak dengan volume 1,5 m3. TPS direncanakan sebanyak 17 TPS tipe II dan 2 TPS 3R. TPS dibangun secara bertahap dengan penambahan 2 buah TPS setiap tahunnya. Biaya untuk pengelolaan sampah di Kecamatan Pesanggaran sebesar Rp 155.770.952 untuk TPS dan Rp 635.532.945 untuk TPS 3R.

Pesanggaran sub-district is located in the southwest of Banyuwangi Regency which consists of five villages, two of which are included in the high-risk area of waste sanitation. In addition, there are also a number of beaches that become favorite tourist destinations, one of which is the Pulau Merah Beach area. Pulau Merah Beach has just been designated as the National Earth Park area and is preparing to be able to qualify as part of UNESCO's Global Geopark Network (GGN). However, there is no waste management system in Pesanggaran District. So the purpose of this study is to plan waste management in Pesanggaran Subdistrict and calculate the Bill of Quantity (BOQ) and its Budget Plan. Waste management discussed includes the scenario of existing waste management and plans. In the scenario of existing waste management, there is no solid waste service facility. Whereas in the plan scenario, waste management planning starts from the reduction in the source, garbage collection, garbage collection system, and TPS / TPS 3R planning. This scenario is planned to determine the potential for waste reduction, reuse and recycling that can be done. The method of measuring waste generation is carried out in two ways, first, measuring directly the generation of waste from a number of household and non-household samples at sources according to SNI 19-3964-1994 for eight consecutive days. The second method is load-count analysis for the Pulau Merah Beach area for eight consecutive days. Costs calculated in this plan include investment costs, operational and maintenance costs, and depreciation costs. The Bill of Quantity (BOQ) and Cost Budget Plan (RAB) are calculated based on the Banyuwangi Regency Work Unit Price Analysis (AHSP). Household waste generation in Pesanggaran Subdistrict is 0.33 kg/person. Day with a density of 94.10 m3/day. The generation of household-like solid waste includes elementary, middle, high school, offices, shops, markets, and tourism objects in a row of 4.99 kg/day, 3.83 kg/day, 4.87 kg/day, 12.23 kg/day, 39.59 kg/day, 101.2 kg/day and 0.27 kg/day. In the scenario of waste management, planned reductions in sources of 10% are planned in 2029 with an increase in reduction of 1% per year. Reductions in TPS 3R are planned at 20% to reach the target of Jakstranas reduction minimum of 30%. Waste collection for household is using communal method, while the public facilities is using invidual method. Garbage collection uses a cart with a volume of 1.5 m3. TPS is planned for 17 type II and 2 TPS 3R. TPS is built in stages with the addition of 2 TPS each year. The cost for solid waste management in Pesanggaran Sub-district is Rp 155.770.952 for TPS and Rp 635.532.945 for TPS 3R.
