Abstract

Kebijakan Global Sulphur Cap 2020 adalah suatu kebijakan yang mengatur pembatasan kadar sulfur dalam bahan bakar kapal agar sesuai standar global yakni sebesar 0,5% mulai tanggal 1 Januari 2020 mendatang. Dalam penerapannya, IMO memberikan 3 (tiga) alternatif cara untuk memenuhi batas kadar sulfur sebesar 0,5 % yakni dengan menggunakan scrubber (sistem pembersih gas buang) apabila bahan bakar yang digunakan belum memenuhi standar IMO, beralih menggunakan bahan bakar berkadar sulfur rendah (low sulphur fuel) di bawah atau sama dengan 0,5 % atau dengan menggunakan bahan bakar LNG (Liquefied Natural Gas). Penerapan masing-masing alternatif kebijakan tentu akan berdampak bagi perusahaan pelayaran baik dari segi ekonomi terkait penambahan biaya transportasi laut maupun dampak teknis terkait konsekuensi yang harus dipertimbangkan sebelum menerapkan alternatif yang ditawarkan. Oleh karena itu, pada tugas akhir ini akan dilakukan analisis terkait dampak teknis maupun ekonomi pada penerapan kebijakan Global Sulphur Cap 2020. Dalam pengerjaan tugas akhir ini akan menggunakan metode perhitungan biaya transportasi laut, perhitungan kelayakan investasi dari tiap alternatif yang ada pada 4 (empat) skenario kondisi serta pengambilan keputusan terkait alternatif terpilih dari masing-masing skenario menggunakan metode Multi Attribute Utility Theory. Dari hasil penelitian dengan mempertimbangkan 4 (empat) skenario kondisi, diketahui bahwa pada kapal tanker dengan DWT 2.000-10.000 ton cenderung memilih alternatif penggantian bahan bakar menjadi MGO dengan tingkat emisi 0,004%, pemasangan hybrid scrubber, closed loop scrubber maupun open loop scrubber dengan tingkat emisi 0,102%. Sementara untuk kapal petikemas dengan DWT 10.000-15.000 ton cenderung memilih alternatif penggantian bahan bakar menjadi LNG (dual fuel) dengan tingkat emisi 0%. Semua kecenderungan pemilihan alternatif sesuai untuk area pelayaran ECA, larangan discharge washwater maupun area bebas.

The Global Sulfur Cap 2020 is a policy that regulates the limitation of sulfur content in ship fuel to meet 0.5% sulphur global standard, starting on January 1, 2020. In its application, IMO provides 3 (three) alternatives to meet the sulfur content limit of 0.5% by using a scrubber (exhaust gas cleaning system) if the fuel used have not met IMO standards, switching to using low sulfur fuel below or equal to 0.5% or by using LNG (Liquefied Natural Gas). The implementation of each alternative will certainly have an impact on shipping companies both in terms of the economy related to the addition of shipping costs and technical impacts related to the consequences that must be considered before implementing the alternatives offered. Therefore, this final project will analyze the technical and economic impacts of the application of Sulfur Cap 2020 global policy. In this final project, the method of calculating shipping costs will be calculated, the investment feasibility of each alternative at 4 (four) scenarios will be calculated too and decision making correspond to select alternatives from each scenario by using the Multi Attribute Utility Theory method. From the results of the study by considering 4 (four) scenario conditions, it is known that on tankers with DWT 2,000-10,000 tons tend to choose alternative fuel substitutes to MGO with emission levels of 0.004%, installation of hybrid scrubbers, closed loop scrubbers and open loop scrubbers with level emissions of 0.102%. Meanwhile for container ships with DWT 10,000-15,000 tons, they tend to choose alternative fuel substitutes to LNG (dual fuel) with an emission level of 0%. All alternative selection trends are suitable for ECA shipping areas, discharge washwater restricted area and free area of ECA or discharge washwater bans.
