Abstract
Kabupaten Bondowoso memiliki potensi dalam komoditas kopi arabika yang sudah memiliki Sertifikasi Indikasi Geografis dengan nama Kopi Arabika Java Ijen-Raung. Bahkan Pemerintah Kabupaten mencanangkan adanya Bondowoso Republik Kopi sebagai salah satu upaya memberantas kemiskinan yang ada. Kecamatan Sumber Wringin merupakan sentra kopi arabika di Kabupaten Bondowoso. Namun meskipun demikian, masih terdapat masyarakat di Kecamatan Sumber Wringin yang tergolong miskin. Penelitian ini bertujuan untuk merumuskan arahan pengembangan ekonomi lokal berbasis kopi arabika di Kecamatan Sumber Wringin, Kabupaten Bondowoso. Untuk mencapai tujuan tersebut, terdapat beberapa sasaran yang harus dicapi, yaitu : 1). Mengidentiifikasi karakteristik pengembangan ekonomi lokal berbasis kopi arabika di Kecamatan Sumber Wringin, Kabupaten Bondowoso meggunakan teknik analisis deskriptif kualitatif; 2). Menentukan variabel penting yang mempengaruhi pengembangan ekonomi lokal berbasis kopi arabika di Kecamatan Sumber Wringin, Kabupaten Bondowoso menggunakan teknik analisis delphi; dan 3). Merumuskan arahan pengembangan ekonomi lokal berbasis kopi arabika di Kecamatan Sumber Wringin, Kabupaten Bondowoso menggunakan triangulasi. Hasil dari penelitian ini menghasilkan arahan; 1) Mengadakan pelatihan terkait produksi olahan kopi dan entrepeneurship di Desa Rejo Agung, Desa Sukorejo, dan Desa Sumber Wringin yang merupakan lokasi perkebunan kopi sehingga dapat membuat berbagai jenis produk olahan kopi yang berniali ekonomis tinggi dan terjual di pasaran, 2) Mendorong pertumbuhan investasi swasta di Desa Rejo Agung, Desa Sukorejo, dan Desa Sumber Wringin yang merupakan lokasi perkebunan kopi untuk mengembangkan usaha kopinya, 3) Melakukan kerja sama dengan pihak perbankan untuk mengusahakan setiap petani kopi di Desa Rejo Agung, Desa Sukorejo, dan Desa Sumber Wringin yang merupakan lokasi perkebunan kopi dapat memiliki alat pengolahan kopinya sendiri, 4) Mendorng masyarakat di Desa Rejo Agung, Desa Sukorejo, dan Desa Sumber Wringin yang merupakan lokasi perkebunan kopi yang belum tergabung dalam kelompok tani karena kelompok tani sebagai perantara pemerintah dalam memberikan bantuan kepada para petani, 5) Pemerintah melakukan evaluasi kinerja dalam dalam upaya mendorong berkembangnya klaster kopi.

Bondowoso Regency government made The Bondowoso Republic of Coffee as effort to lost poverty. The District Sumber Wringin is central arabica coffee in Bondowoso Regency. However, still available the poor on district Sumber Wringin. The purposes of this research are to find the direction of local economic development based on arabica coffee in district Sumber wringin, Bondowoso, Regency. To achieve the purpose there have several targets, that are : 1) Identify of characteristic local economic development based on arabica coffee in district Sumber wringin, Bondowoso Regency with descriptive analysis method 2) determine the important variables on local economic development with Delphi analysis method, 3) formulate the direction of LED with triangulation analysis method The results of the research produce direction : 1) Conduct training related to processed coffee production and entrepreneurship in the villages of Rejo Agung, Sukorejo Village, and Sumber Wringin Village which is the location of coffee plantations so that it can make various types of high-quality and sold coffee products sold in the market, 2) Encouraging the growth of private investment in the villages of Rejo Agung, Sukorejo Village, and Sumber Wringin Village which are the locations of coffee plantations to develop their coffee businesses, 3) Cooperating with the banking sector to make every coffee farmer in the villages of Rejo Agung, Sukorejo Village, and Sumber Wringin Village, which is the location of coffee plantations, have their own coffee processing equipment, 4) Supporting communities in the villages of Rejo Agung, Sukorejo Village, and Sumber Wringin Village, which are coffee plantation locations that have not been incorporated into farmer groups because farmer groups are government intermediaries in assisting farmers, 5) The government conducts performance evaluations to encourage the
development of coffee clusters.
