Abstract
Perubahan iklim merupakan fenomena anomali iklim yang kini menjadi isu strategis dan perlu perhatian serius karena diyakini mempunyai dampak besar bagi kehidupan di berbagai sektor, termasuk dalam sektor pertanian. Dengan adanya perubahan iklim, sektor pertanian terus mengalami penurunan dalam hal produktivitas. Penelitian ini mengambil studi kasus di Kabupaten Jember yang merupakan salah satu daerah yang memiliki peran penting dalam memenuhi kebutuhan pangan beras nasional. Kabupaten Jember merupakan produsen padi terbesar di Provinsi Jawa Timur pada tahun 2015. Namun, produksi padi di Kabupaten Jember mengalami penurunan pada tahun berikutnya. Hal ini sebagai dampak dari adanya perubahan iklim di Kabupaten Jember. Oleh karena itu perlu adanya upaya adaptasi dalam menghadapi tantangan perubahan iklim salah satunya pada sektor infrastrukturnya. Dengan menggunakan penelitian kualitatif dengan metode wawancara in-depth interview, content analysis, dan participatory mapping penelitian ini bertujuan untuk memberikan arahan kebutuhan infrastruktur pertanian padi dalam upaya adaptasi perubahan iklim di Kabupaten Jember. Hasil analisis menghasilkan beberapa dampak terhadap sektor pertanian dari adanya perubahan iklim. Perubahan iklim dibedakan menjadi tiga indikator yakni akibat perubahan pola curah hujan, perubahan suhu, dan kenaikan muka air laut. Dampak perubahan pola curah hujan yakni terhadap penurunan sumberdaya lahan, fluktuasi sumberdaya air, peningkatan ancaman bencana, penurunan kondisi infrastruktur, penurunan produktivitas, penurunan luas tanam dan luas panen, penurunan kualitas hasil, penurunan indeks pertanaman (IP), dan peningkatan organisme pengganggu tanaman (OPT). Dampak perubahan suhu mengakibatkan penurunan kualitas dan peningkatan organisme pengganggu tanaman (OPT). Sedangkan dampak dari kenaikan muka air laut yakni penurunan luas areal sawah dan penurunan produktivitas. Arahan kebutuhan infrastruktur pendukung pertanian untuk mengatasi dampak perubahan iklim, diantaranya pembangunan DAM, pembangunan tanggul untuk mencegah naiknya air laut, pembangunan klep, pembangunan bangunan pembagi, serta penguatan badan sungai.

Climate change is a climate anomaly phenomenon that is now a strategic issue and needs serious attention because it is believed to have a major impact on life in various sectors, including in the agricultural sector. With climate change, the agricultural sector continues to decline in terms of productivity. This study took a case study in Jember Regency which is one of the regions that has an important role in fulfilling national rice food needs. Jember Regency is the largest rice producer in East Java Province in 2015. However, rice production in Jember Regency declined in the following year. This is caused by the climate change in Jember Regency. Therefore there is a need for adaptation to face the challenges of climate change and one of them is in the infrastructure sector. By using qualitative research with interview methods of in-depth interviews, content analysis, and participatory mapping this research aims to provide direction for rice agriculture infrastructure needs in efforts to adapt to climate change in Jember Regency. The results of the analysis produced several impacts on the agricultural sector from the occurrence of climate change. Climate change is divided into three indicators, namely due to changes in rainfall patterns, changes in temperature, and sea level rise. The impact of changes in rainfall patterns is on decreasing land resources, fluctuations in water resources, increasing disaster threats, decreasing infrastructure conditions, decreasing productivity, decreasing planting area and harvest area, decreasing yield quality, decreasing cropping index , and increasing plant pest organisms. The impact of temperature changes results in a decrease in the quality and increase in plant pest organisms. While the impact of sea level rise is a decrease in the area of rice fields and a decrease in productivity. The direction of agricultural supporting infrastructure needs is based on the problems that occur in the research area, including the construction of DAM, construction of dikes to prevent rising sea water, construction of valves, construction of divider buildings, and strengthening of river bodies.
