Abstract

Bandara merupakan salah satu infrastruktur yang mendukung perkembangan suatu daerah. Bandara Banyuwangi adalah salah satu infrastruktur yang mendukung perkembangan di daerah Kabupaten Banyuwangi. Bandara Banyuwangi mulai beroperasi secara komersial pada tahun 2010, dan sejak saat itu dilakukan pengembangan berbagai fasilitas bandar udara. Berdasarkan pengembangan infrastruktur bandara tentu terdapat dampak terhadap daerah sekitar terkait ekonomi, sosial, dan khususnya pariwisata. Dalam rangka mengetahui dampak pembangunan Bandara Banyuwangi terhadap segi ekonomi, sosial, dan pariwisata di daerah Kabupaten Banyuwangi, maka dibangunlah sebuah model sistem dinamik. Model diharapkan dapat menggambarkan kondisi nyata guna membangun pilihan skenario kebijakan terkait tindakan pengambil keputusan yang meningkatkan kesejahteraan masyarakat. Pada penelitian ini terdapat tiga skenario kebijakan yang dibangun yaitu, kebijakan penambahan unit wisata saja, kebijakan penambahan aparat keamanan saja, serta kebijakan penambahan unit wisata dan aparat keamanan. Skenario terbaik adalah kebijakan penambahan unit wisata saja. Investasi total pengembangan bandara yang dilakukan dari tahun 2020 hingga 2029 direkomendasikan sebesar Rp1.209.532.321.025,-. Pengembangan bandara sebaiknya diikuti dengan penambahan unit wisata lingkungan dan alam 556 unit pada tahun 2029, serta unit wisata kebudayaan menjadi 1022 unit pada tahun 2029. Rekomendasi kebijakan diharapkan dapat menimbulkan kenaikan pada total PDRB, PDRB perkapita, tingkat ruang gerak wisatawan, jumlah wisatawan, dan revenue sektor tourism. Kondisi rekomendasi diharapkan dapat menghidupkan sektor pariwisata yang dapat menjadi pemicu peningkatan berbagai sektor dan kesejahteraan di Kabupaten Banyuwangi.

Airport is one of many infrastructures that support the development of an area. Banyuwangi airport is one of many infrastructures that support the development of Banyuwangi district. Banyuwangi airport commercially operated since 2010 and the facility kept in development after that. The development of airport as infrastructure gives impact to the area related to economy, social, and especially tourism. In order to find out the impact of Banyuwangi airport development to economy, social, and tourism aspects in Banyuwangi district, therefore a system dynamics model is built. The model is expected to be able to represent the real condition in order to built policy scenarios related to decision maker action which improves prosperity of society. In this research there are three policy scenarios which have been built. First is the policy to increase the total of tourist destinations. Second, policy to increase the number of security forces member. Third, policy to increase the total of tourist destinations and increase the number of security forces member. The best scenario is the policy to increase only the number of tourist destinations. The total investment of airport development from 2020 until 2029 is suggested in the amount of Rp1.209.532.321.025,-. The airport development is suggested to be followed by policy to increase the total of tourist destinations. The tourist destinations development target for 2029 is suggested to become 556 units of environment and natural tourism, also 1022 units of culture tourism. The policy recommendations are expected to be able to cause increases of total Gross Domestic Product (GDP), GDP per capita, tourist movement space, number of tourists, and revenue from tourism sector. Recommended condition was also expected to be able to give life for tourism sector which able to trigger increase in many sectors and gives prosperity in Banyuwangi District.
