Abstract

Saat ini ekspor batubara Indonesia masih menggunakan armada asing yang menyebabkan defisit neraca pembayaran (BoP) khususnya neraca jasa. Struktur defisit neraca jasa sebagian besar disumbang oleh jasa transportasi laut yang mencapai 77%. Untuk mengurangi defisit BoP tersebut, pemerintah telah menetapkan asas cabotage yang mewajibkan pengekspor batubara menggunakan angkutan laut/kapal nasional. Namun kondisi saat ini unit kapal yang dimiliki oleh Indonesia tidak mampu untuk memenuhi permintaan ekspor batubara. Tugas Akhir ini bertujuan untuk mengetahui kondisi penawaran dari sisi ketersediaan angkutan/kapal curah kering dan permintaan dari sisi volume ekspor batubara, memberikan rekomendasi penentuan armada nasional serta meningkatkan peran serta produktivitas armada nasional meningkatkan kinerjanya berdasarkan volume ekspor batubara pada tahun 2018 dari Kalimantan dan Sumatera. Analisis dilakukan dengan 2 (dua) metode pengerjaan: (1) Time Charter tanpa muatan balik, dan (2) Time Charter dengan muatan balik menggunakan angkutan laut multipurpose bulk carrier. Kondisi armada nasional saat ini menunjukkan bahwa 68 kapal handysize hanya mampu menguasai pangsa muatan 98,84 miliar ton-miles. Metode (1) dibutuhkan 89 kapal dengan ukuran 75.698 DWT untuk menhasilkan 393,01 miliar ton-miles, sementara itu metode (2) dibutuhkan 137 kapal dengan ukuran 75.698 DWT untuk menghasilkan 623,41 miliar ton-miles. Dengan mengimplementasikan Terms of Delivery CIF defisit pada BoP dapat dikurangi sebesar sebesar 49,95% ketika kapal dioperasikan dengan metode (1) dan 51,68% ketika kapal dioperasikan dengan metode (2).

Currently, Indonesia's coals export are still using a foreign fleet, causing deficit in Indonesia balance of payment (BoP) particulary in service sector. Marine transportation contribution is very high, amounting to around 77% of total deficit. In order to decrease deficit rate of BoP, the government of Indonesia has launched the rules of cabotage, which requires coals exporter to use national fleet. However, the existing fleet has not been sufficient. This research aims to determine the conditions of the supply side of the dry bulk vessel and the demand side of the coal exports volume, to provide recommendations for determining the national fleet and to enhance the fleet productivity, based on coal export volumes from Kalimantan and Sumatera in 2018. The analysis is conducted using 2 (two) methods: (1) Time Charter without backhaul cargo, and (2) Time Charter with backhaul cargo using multipurpose bulk carrier. For exporting coals, the current condition national fleet of 68 Handysize vessels only capable for producing freight output 98,84 billiun ton-miles. Method (1) it requires 89 vessels with size of 75.698 DWT to produce 393,01 billion tons-miles while method (2) requires 137 vessels with size of 75.698 DWT to produce 623,41 billion ton-miles of freight output. By implementing CIF terms of delivery the deficit of BoP could be reduced to 49.95% when the vessels are applied using method (1) and 51.68% when the vessels are applied using method (2).
