Abstract

Berth Occupancy Ratio (BOR) adalah salah satu indikator kinerja pelayanan pelabuhan yang mencerminkan tingkat penggunaan dermaga dan didapat dengan mencari perbandingan antara waktu penggunaan dermaga dengan waktu yang tersedia pada periode waktu tertentu dan dinyatakan dalam prosentase. Terdapat dua referensi nilai rekomendasi BOR bagi pelabuhan di Indonesia, yaitu ketetapan UNCTAD tahun 1976 serta keputusan Direktur Jenderal Perhubungan Laut tahun 2016. Namun, tidak satupun dari kedua referensi tersebut menjelaskan dasar pertimbangan dalam penentuan nilai BOR maksimal, khususnya bagi dermaga multipurpose. Tujuan dari penelitian ini adalah untuk menentukan rekomendasi nilai BOR maksimal dengan memperhatikan Daily Operating Cost (DOC) kapal pada saat menunggu layanan. Simulasi diskrit digunakan untuk merepresentasikan nilai BOR, panjang dan lama antrian. Nilai BOR maksimal ditentukan berdasarkan kehilangan keuntungan operator kapal untuk satu kali perjalanan akibat pengeluaran tambahan selama menunggu. Penentuan tersebut dilakukan dengan memvariasikan jumlah tambatan dari 1 sampai dengan 10. Nilai BOR maksimal yang dihasilkan berturut-turut 32,4%; 42,3%; 49,6%; 54,6%; 56,4%; 60,4%; 65,1%; 69,5%; 73,6%; dan 77,5% dengan antrian berturut-turut selama 37,1 jam; 35,5 jam; 37,5 jam; 37,3 jam; 35,8 jam; 36,4 jam; 37,0 jam; 37,6 jam; 38,1 jam; dan 38,6 jam.

Berth Occupancy Ratio (BOR) is one of the port service performance indicators that shows the utility of berth. This ratio is obtained by comparing the total time used by vessel when berthing with the total available time, in a certain period of time and is usually expressed as a percentage. Ports in Indonesia adopt two references about recommendation value of BOR, namely, UNCTAD standard issued in 1976 and the regulation of the Director General of Sea Transportation decreed in 2016. However, none of the two references explain the basis for consideration in determining the maximum BOR value for multipurpose berth in particular. The purpose of this study is to determine the recommendation of the maximum BOR value for multipurpose berth which is reviewed from the Daily Operating Cost (DOC) of the ship while waiting for service. Discrete simulation is used to represent the value of BOR, number and length of queue. The maximum BOR value is determined based on the loss of the ship operator’s profit for one trip due to additional expenses while waiting. The determination is done by varying the number of berths from 1 to 10. The maximum BOR value are equal to 32.4%, 42.3%, 49.6%, 54.6%, 56.4%, 60.4%, 65.1%, 69.5%, 73.6%, and 77.5% with the length of the queue are 37.1; 35.5; 37.5; 37.3; 35.8; 36.4; 37.0; 37.6; 38.1; and 38.6 hours.
