Abstract
Kabupaten Sidoarjo memiliki potensi dalam kegiatan industri pengolahan yang dapat berperan dalam pengembangan wilayah khususnya pengembangan ekonomi. Pada tahun 2017 sektor industri pengolahan memberikan kontribusi terbesar yaitu 49,26% dengan salah satu sub sektornya yaitu industri makanan dan minuman yang menyumbang sebesar 22.738.940.780 juta rupiah. Salah satu jenis industri pengolahan makanan dan minuman di Kabupaten Sidoarjo adalah industri telur asin yang terpusat di Desa Kebonsari, Kecamatan Candi. Keberadaan industri telur asin mendapat dukungan dari pemerintah berupa penetapan Desa Kebonsari sebagai Kampung Bebek dan Telur Asin di Sidoarjo. Namun pada saat ini kegiatan industri telur asin kurang berkembang karena proses produksi masih bersifat sederhana, peran lembaga permodalan masih rendah, tidak aktifnya koperasi “sumber pangan”, kemitraan masih belum optimal, penurunan produksi telur asin. Sehingga dari beberapa masalah tersebut maka diperlukan suatu pendekatan pembangunan untuk mengembangkan potensi lokal yaitu pendekatan pengembangan ekonomi lokal. Penelitian ini bertujuan untuk merumuskan arahan pengembangan industri telur asin di Desa Kebonsari, Kecamatan Candi, Kabupaten Sidoarjo melalui pendekatan pengembangan ekonomi lokal. Untuk mencapai tujuan penelitian dilakukan empat tahapan analisis yaitu pertama, menentukan faktor dan variabel yang berpengaruh terhadap pengembangan industri telur asin dengan menggunakan metode analisis delphi. Kedua, mengidentifikasi karakterisitik variabel pengembangan ekonomi lokal industri telur asin menggunakan metode analisis deskriptif-kualitatif. Ketiga, menentukan variabel prioritas pengembangan industri telur asin menggunakan metode analisis AHP. Kemudian merumuskan arahan arahan pengembangan industri telur asin di Desa Kebonsari melalui pendekatan pengembangan ekonomi lokal menggunakan metode analisis triangulasi. Dari hasil penelitian didapatkan rumusan arahan pengembangan industri telur asin Desa Kebonsari melalui pendekatan pengembangan ekonomi lokal. Secara garis besar, arahan pengembangan yang telah dirumuskan yaitu membangun kemitraan untuk memasok bahan baku agar tetap kontinyu dan pemberian bantuan pakan ternak untuk menekan biaya produksi; peningkatan jumlah dan kualitas tenaga kerja melalui sosialisasi dan pelatihan tentang proses dan prosedur pembuatan telur asin yang modern; pemberian bantuan dan kemudahan memperoleh modal serta meningkatkan kulitas jalan dan listrik; meningkatkan fungsi dan peran kelembagaan serta membangun kemitraan antar stakeholder; meningkatkan promosi untuk memperluas wilayah pemasaran dan meningkatkan penjualan telur asin; penggunaan teknologi modern dan tepat guna yang ramah terhadap sumberdaya manusia.

Sidoarjo Regency has potential in processing industry activities that can play a role in regional development especially economic development. In 2017 the manufacturing industry sector gave the largest contribution of 49.26% with one of its sub-sectors namely the food and beverage industry which contributed 22,738,940,780 million rupiahs. One type of food and beverage processing industry in Sidoarjo Regency is the salted egg industry which is concentrated in Kebonsari Village, Candi District. The existence of the salted egg industry received support from the government in the form of establishing the Village of Kebonsari as a Duck and Salted Egg Village in Sidoarjo. But at present the activity of the salted egg industry is less developed because the production process is still simple, the role of capital institutions is still low, the inactivation of "food source" cooperatives, partnerships are still not optimal, decreasing salted egg production. So that from some of these problems, a development approach is needed to develop local potential, the approach to local economic development. This study aims to formulate the direction of the development of the salted egg industry in Kebonsari Village, Candi District, Sidoarjo Regency through a local economic development approach. To achieve the research objectives, four stages of analysis were carried out. First, determining the factors and variables that influence the development of the salted egg industry using the Delphi analysis method. Second, identifying the variable characteristics of the local economic development of the salted egg industry using a qualitative-descriptive analysis method. Third, determine the priority variable of the development of the salted egg industry using the AHP analysis method. Then formulate directives for the development of the salted egg industry in Kebonsari Village through a local economic development approach using the triangulation analysis method.
From the results of the study, it was found that the direction of development of the salted egg industry of Kebonsari Village was through the approach of local economic development. Broadly speaking, the development directives that have been formulated are building partnerships to supply raw materials so that they remain continuous and provide animal feed assistance to reduce production costs; increasing the number and quality of labor through socialization and training on the processes and procedures for making salted eggs that are modern; providing assistance and ease of obtaining capital and improving the quality of roads and electricity; improve the function and role of institutions and build partnerships between stakeholders; increase promotion to expand marketing areas and increase sales of salted eggs; the use of modern and effective technology that is friendly to human resources.
