Abstract

Layanan petikemas transhipment domestik antar terminal telah dilaksanakan sejak bulan Januari 2019 di wilayah Pelabuhan Tanjung Perak. Untuk layanan tersebut, terdapat penambahan fasilitas lapangan penumpukan di Terminal Mirah dan penyediaan jasa relokasi antar terminal, serta penurunan tarif sebesar 35%. Layanan ini secara tidak langsung akan berdampak pada industri pelayaran yang juga menyediakan fasilitas sendiri seperti depo dan truk untuk kegiatan relokasi petikemas transhipment antar terminal. Penelitian ini bertujuan untuk (i) menganalisis apakah layanan petikemas transhipment domestik antar terminal dibutuhkan atau tidak dibutuhkan di wilayah Pelabuhan Tanjung Perak, (ii) mengetahui apakah lokasi lapangan penumpukan transhipment di Terminal Mirah sudah tepat, dan (iii) mengetahui dampak penerapan layanan terhadap biaya petikemas transhipment domestik antar terminal di Pelabuhan Tanjung Perak. Hasil analisa penelitian menunjukkan bahwa layanan petikemas transhipment domestik antar terminal hanya dibutuhkan untuk petikemas transhipment yang bongkar di Terminal Nilam dan Terminal Berlian dengan YOR di Terminal Nilam 61.9% dan YOR di Terminal Berlian 63.3%. Skenario penempatan lokasi CY Transhipment menunjukkan bahwa CY Transhipment di Terminal Mirah memiliki waktu layanan lebih cepat rata-rata 4,6 jam/box. Nilai BCR layanan transhipment domestik dibutuhkan dari sisi Pelabuhan dengan nilai BCR sebesar 1,09, dari sisi Perusahaan Pelayaran memiliki nilai BCR sebesar 1,67 dan secara total memiliki nilai BCR sebesar 1,45 dengan prosentase relokasi melalui CY Transhipment 35% dari jumlah petikemas yang dibongkar. Layanan ini dapat menurunkan biaya petikemas transhipment domestik di wilayah Pelabuhan Tanjung Perak dengan total penurunan sebesar 33%.

Inter-terminal container domestic transhipment service has been put into operation since January 2019 in Port of Tanjung Perak. For this service, additional stacking yard in Terminal of Mirah, inter-terminal relocation service, and 35% tariff reduction are provided. This interterminal service will indirectly impact shipping industry, which provides its own facilities such as depot and trucks for the relocation activities. The objectives of this research are (i) to analyze whether the service of domestic transhipment containers inter terminals is needed or not in Perak port region, (ii) to evaluatethe appropriateness of the existing location of container domestic transhipment stacking yard in Terminal of Mirah, and (iii) to identify the impact of implementing inter-terminal container domestic transhipment service to its fee at Port of Tanjung Perak. The results of this research show that Inter-terminal container domestic transhipment service is only needed for discharged container transhipment in Terminal of Nilam and Berlian with YOR value of 61.9 % and 63.3 % respectively. Placement scenario of CY Transhipment shows that Terminal of Mirah has faster service time up to 4.6 box/hour. BCR value in the prespective of ports is for about 1.67 while BCR value in total is up to 1.45 in which 35 % are relocated from CY Transhipment of discharged containers. This service reduces the costs for container domestic transhipment up to 33 % in Port of Tanjung Perak.
