Abstract
Instansi pemerintah merupakan sebutan kolektif yang meliputi satuan kerja maupun satuan organisasi kementerian atau departemen, lembaga pemerintah non departemen, kesekretariatan lembaga tinggi negara, dan instansi pemerintah lainnya, baik pusat maupun daerah, termasuk badan usaha milik negara, badan hukum milik negara, dan badan usaha milik daerah. Penelitian ini dilakukan adalah untuk 1) Mengukur kinerja Instansi Pemerintah XYZ sehingga konsistensi kinerjanya dapat dimonitor; dan 2) Mengetahui peluang dan hambatan pengukuran kinerja instansi pemerintah XYZ menggunakan kriteria Malcolm Baldrige Quality Award (MBNQA). Penelitian ini merupakan jenis penelitian deskriptif, dengan objek penelitian adalah instansi pemerintah XYZ. Pengukuran pada penelitian ini adalah menggunakan metode malcolm baldrige. Hasil penelitian menunjukkan bahwa kriteria dengan persentase skor tertinggi adalah operasi (39,8%), dan yang terendah adalah strategi (35,1%). Total skor yang diraih adalah sebesar 377,5 dari skor maksimal 1000 point. Hal ini menunjukkan, kinerja instansi pemerintah XYZ berada di level "pertumbuhan tahap awal" (skala poin 376-475).

Government agencies are a collective designation that includes work units and organizational units of ministries or departments, non-departmental government agencies, secretariat of high-state institutions, and other government agencies, both central and regional, including state-owned enterprises, state-owned legal entities, and business entities belonging to the area. This research was conducted to 1) Measure the performance of XYZ Government Agencies so that the consistency of its performance can be monitored; and 2) Knowing the opportunities and constraints on measuring the performance of government agencies XYZ using the Malcolm Baldrige Quality Award (MBNQA) criteria. This research is a type of descriptive research, with the object of research is government agencies XYZ. The measurement in this study was using the Malcolm Baldrige method. The results showed that the criteria with the highest percentage of scores were surgery (39,8%), and the lowest was the strategy (35,1%). The total score was 377,5 from the maximum score of 1000 points. This shows that the performance XYZ government agency is at the level of “early stage growth” (point scale 376-475).
