Abstract
Kabupaten Fakfak merupakan salah satu Kabupaten yang terletak di Provinsi Papua Barat dengan memiliki potensi unggulan berupa komoditas pala ( Myristica Argentea Warb) dan merupakan komoditas basis. Kabupaten Fakfak juga termasuk kedalam penghasil pala terbesar di Provinsi Papua Barat, dan menyumbang 11% produksi pala nasional Dengan kontribusi tanaman pala terhadap PDRB mencapai 6.52. namun pengembangan komoditas ini belum maksimal dari sisi off farm maupun on farm. Tujuan dari penelitian ini adalah untuk merumuskan arahan pengembangan kawsan agropolitan berbasis komoditas pala yang terdiri dari tiga sub sistem pengembangan yakni sub sistem pengembangan produksi, sub sistem pengembangan pengolahan dan sub sistem pengembangan pemasaran. Adapun untuk mencapai tujuan tersebut, penelitian menggunakan tiga tahapan analisis. Pertama mengidentifikasi peran distrik sesuai dengan fungsi sub sistem agropolitan di Kabupaten Fakfak dengan metode analisis overlay. Kedua menganalisis kebutuhan pengembagan masing-masing sub sistem agropolitan di Kabupaten Fakfak dengan analisis triangulasi. Ketiga merumuskaan analisis arahan pengembangan masing-masing sub sistem agropolitan di Kabupaten Fakfak dengan menggunakan analisis deskriptif. Hasil penelitian menunjukan bahwa distrik yang sesuai untuk dijasikan wilayah sub sistem produksi adalah tiga distrik, yaitu distrik Fakfak tengah, distrik Fakfak Timur Tengah , dan distrik Fakfak Timur Tengah. dari ketiga distrik tersebut, pengembangan distrik sub sistem produksi diarahkan pada distrik Fakfak Timur dengan pertimbangan ketinggian lahan. Selanjutnya distrik yang sesuai untuk dijadikan sebagai distrik sub sistem pengolahan terdapat empat distrik diantaranya distrik Pariwari, distrik Fakfak Tengah, distrik Fakfak Timur Tengah dan distrik Fakfak Timur. dari keempat distrik tersebut, pengembangan distrik sub sistem pengolahan diarahkan pada distrik Fakfak Timur dengan Pertimbangan dekat dengan bahan baku atau distrik produksi. Serta distrik yang sesuai untuk dijadikan sebagai distrik pemasaran adalah distrik Fakfak. Hal tersebut sesuai dengan kondisi eksisting. Selanjutanya dengn mengguakan analisis triangulasi didapatkanlah kebutuhan-kebutuhan pada masing-masing sub sistem pengembangan meliputi kebutuhan peningkatan akses jalan ke kebun pala, kebutuhan permodalan, kebutuhan akan listrik serta kebutuhan peningkatan kualitas sumber daya manusia yang ada di maisng-masing distrik sub sistem.Untuk itu arahan pengembangan yang diberikan kepada sub sistem produksi ialah pelatihan dan pendampingan kepada petani pala dan pembangunan infrastruktur jalan ke kebun pala. Arahan untuk sub sistem pengolahan ialah memfasilitasi petani pala dengan mencarikan investor yang dapat mengembangkan komoditas pala dan arahan untuk sub sistem pemasaran ialah peningkatan akses jaringan telekomunikasi berupa jaringan BTS.

Fakfak Regency is one of the regencies which is located in West Papua Province with superior potential in the form of nutmeg commodities (Myristica Argentea Warb) and it is a base commodity. Fakfak Regency is also one of the largest nutmeg producers in West Papua Province, and accounts for 11% of nutmeg national production with the contribution of nutmeg for GRDP was 6.52. But the development of this commodity has not been maximized from the side of off farm or on farm. The purpose of this research is to formulate the guide of agropolitan development based on nutmeg (pala) commodities consists of three sub-systems development, namely the sub-system of production development, the sub-system of processing development and the sub-system of marketing development. As for achieving this goal, the researcher used three stages of analysis. Firstly, to identify the role of the district that has a same function of the agropolitan sub-system in Fakfak Regency with an overlay analysis method. Secondly, to analyze the development needs of each agropolitan sub-system in Fakfak Regency with triangulation analysis. Thirdly, the analysis of the guide for development of each agropolitan sub-system in Fakfak Regency is analyzed by using descriptive analysis. The results showed that the suitable districts for the production sub-system area were three districts, namely the central of Fakfak district, the middle of East Fakfak district, and the middle of East Fakfak district. From those three districts, the development of the sub-system production district was guided to the East Fakfak district with consideration of land height. Next, the appropriate districts to be used as sub-district processing systems are four districts including the Pariwari district, the central Fakfak district, the middle of East Fakfak district and the east Fakfak district. From four districts, the development of the sub-district processing system was directed to the East Fakfak district with considerations close to the raw materials or production districts. As well as the districts that are suitable to be used as marketing districts that is the Fakfak district. This is suitable with the existing conditions. Furthermore, by using the triangulation analysis is obtained the needs of each sub-system of development, including the need to increase road access for nutmeg gardens, capital requirements, the need for electricity and the need to improve the quality of human resources in each sub-system of districts. So that the development directives is given to the production sub-system such as training and assistance for nutmeg farmers while the construction of road infrastructure is for nutmeg gardens.
