Abstract
Jalan Dr. Ir. H. Soekarno dan Jalan Kenjeran merupakan penghubung antara kawasan industri dan kawasan perniagaan. Dikarena kondisi eksisting jalan yang cukup lebar dan banyaknya kendaraan yang melintas mengakibatkan banyaknya pengendara mengendarai dengan tidak hati-hati dan melaju dengan kecepatan tinggi. Hal ini menjadi faktor tingginya angka kecelakaan. Dalam menganalisis kecelakaan lalu lintas pada Jalan Dr. Ir. H. Soekarno dan Jalan Kenjeran perlu dilakukan survey lapangan dan survey kendaraan (volume dan kecepatan), Setelah itu dilakukan pengolahan data, dari pengolahan data diperoleh total kejadian kecelakaan pada Jalan Dr. Ir. H. Soekarno tahun 2014-2018 adalah 218 kecelakaan sedangkan pada Jalan Kenjeran adalah 119 kecelakaan. Selanjutnya menganalisa daerah rawan kecelakaan menggunakan metode accident rate, angka ekuivalen kecelakaan (AEK) dan juga metode cussum sehingga didapatkan lokasi black spot untuk Jalan Dr. Ir. H. Soekarno sisi timur STA6+300-6+400 dan sisi barat STA1+600-1+700, STA4+200-4+300, dan STA7+700-7+800 sedangkan untuk Jalan Kenjeran sisi utara STA4+000-4+100 dan sisi selatan STA3+900-4+000, STA4+100-4+200, dan STA4+600-4+700. Kemudian menganalisa pengaruh faktor kecepatan kendaraan di lokasi dengan dengan metode 85-persentil dan juga berdasarkan DS. Maka didapatkan kecepatan dilapangan pada lokasi black spot Jalan Dr. Ir. H. Soekarno sisi timur 46 km/jam dan sisi barat 56 km/jam sedangkan untuk Jalan Kenjeran sisi utara 44 km/jam dan sisi selatan 45 km/jam. Untuk kecepatan dari faktor DS pada lokasi black spot Jalan Dr. Ir. H. Soekarno sisi timur 42 km/jam dan sisi barat 44 km/jam sedangkan pada Jalan Kenjeran sisi utara 29 km/jam dan sisi selatan 34 km/jam. Kemudian berdasarkan metode gross output didapatkan total besaran biaya korban kecelakaan (BBKO) pada tahun 2014-2018 pada Jalan Dr. Ir. H. Soekarno yaitu Rp 14.023.409.636,- sedangkan pada Jalan Kenjeran yaitu Rp 17.070.450.648,-.

Dr. Ir. H. Soekarno road and Kenjeran road are links between industrial estates and commercial areas. Because of the existing road which is quite wide and many vehicles pass through the number of drivers who drive inadvertently and drive at high speed. This is a factor in the increasing number of accidents. In analyzing traffic accidents on Dr. Ir. H. Soekarno road and Kenjeran road need to do a field survey and vehicle survey (volume and speed), after that data processing is car-ried out, from the processing of data obtained the total inci-dence of accidents on Dr. Ir. H. Soekarno road in 2014-2018 was 218 accidents while on Kenjeran Road there were 119 accidents. Furthermore, analyzing accident-prone areas us-ing the accident rate method, the accident equivalent number (AEK) and the cussum method so that the location of the black spot is obtained for Dr. Ir. H. Soekarno road east side STA6 + 300-6 + 400 and west side STA1 + 600-1 + 700, STA4 + 200-4 + 300, and STA7 + 700-7 + 800 while for Ken-jeran road north side STA4 + 000- 4 +100 and south side STA3 + 900-4 + 000, STA4 + 100-4 + 200, and STA4 + 600-4 + 700. Then analyze the influence of vehicle speed factors on the location with the 85-percentile method and also based on DS. Then the speed at the location of the black spot in Dr. Ir. H. Soekarno road east side is 46 km / h and the west side is 56 km / h while for Kenjeran Road the north side is 44 km / h and the south side is 45 km / hr. For the speed of the DS factor in the location of the black spot, Dr. Ir. H. Soekarno road east side 42 km / hour and west side 44 km / hour while on Kenjeran Road north side 29 km / hour and south side 34 km / hour. Then based on the gross output method, the total cost of accident victims (BBKO) was obtained in 2014-2018 on Dr. Ir. H. Soekarno road, which is Rp. 14,023,409,636, while on Kenjeran road is Rp. 17,070,450,648.
