Abstract
Jasa angkutan umum bus merupakan salah satu bentuk pelayanan jasa transportasi yang mempunyai tujuan meningkatkan transportasi masyarakat di berbagai wilayah. Sehingga penentuan besaran tarif angkutan membutuhkan penanganan dan kebijakan yang baik. Berbagai faktor yang mempengaruhi penentuan tarif adalah kondisi ekonomi masyarakat, kemajuan teknologi, biaya pemeliharaan/ suku cadang, harga bahan bakar, dan lainnya. Umumnya masyarakat lebih memilih pelayanan angkutan umum yang cepat, murah, nyaman dan aman. Dalam tugas akhir ini akan membahas besarnya tarif Suroboyo Bus jurusan Unesa- ITS berdasarkan biaya operasional kendaraan dan willingness to pay dari para konsumen. Adanya perencanaan ini diharapkan mampu memberikan manfaat yang sesuai dengan kemauan baik pengguna jasa dan penyedia jasa. Hasil analisis data menunjukan tarif berdasarkan Biaya Operasi Kendaraan (BOK) sebesar Rp. 30.274 pnp/rit, dan berdasarkan Willingness To Pay (WTP) sebesar Rp. 7.520 pnp/rit. Besarnya subsidi yang diberikan pemerintah apabila diberlakukannya tarif Rp. 10.000, maka subsidi sebesar Rp26.940, tarif dengan biaya Rp.8.000 maka subsidi sebesar Rp25.829, tarif dengan biaya Rp.7.500 maka subsidi sebesar Rp26.229, tarif dengan biaya Rp.7.000 maka subsidi sebesar Rp26.107, tarif dengan biaya Rp.6.000 maka subsidi sebesar Rp25.740, tarif dengan biaya Rp.5.000 maka subsidi sebesar Rp25.385 dan tarif dengan biaya Rp.3.500 maka subsidi sebesar Rp26.774. Kenaikan tarif Suroboyo Bus juga berdampak pada penurunan jumlah penumpang.

Bus public transportation services are one form of transportation services that have the purpose of improving public transportation in various regions. So that the determination of the amount of transport fares requires good handling and policy. Various factors that influence the determination of tariffs are the economic conditions of the community, technological progress, maintenance / spare parts costs, fuel prices, and others. In general, people prefer public transport services that are fast, cheap, comfortable and safe. In this final project will discuss the magnitude of the Suroboyo Bus tariff for the Department of ITS based on vehicle operating costs and willingness to pay from consumers. The existence of this plan is expected to be able to provide benefits in accordance with the wishes of both service users and service providers. The results of data analysis show the tariff based on Vehicle Operating Costs (BOK) of Rp. 30.274 pnp / rit, and based on Willingness To Pay (WTP) of Rp. 7,520 pnp / rit. The amount of the subsidy given by the government if the tariff applies is Rp. 10,000 is Rp. 26.940, the tariff of Rp. 8,000 is Rp. 25.829, the tariff of Rp. 7,500 is Rp. 26.229, the tariff of Rp. 7,000 is Rp. 26.107, the tariff of Rp. 6,000 is Rp. 25.740. the tariff of Rp.5,000 is Rp. 25.385 and the tariff of Rp.3,500 is Rp. 26.774. The increase in the Suroboyo Bus tariff also has an impact on the decrease in the number of passengers.
