Abstract

Pelabuhan Nusantara Kendari merupakan pelabuhan utama keluar masuknya beragam komoditas untuk Kota Kendari dan beberapa daerah sekitarnya. Tetapi, proses logistik di pelabuhan ini menjadi terhambat akibat peningkatan arus muatan yang tidak ditunjang dengan fasilitas pelabuhan yang memadai. Salah satu upaya untuk mengatasi permasalahan tersebut adalah dengan merelokasi seluruh fungsi pelabuhan, barang dan penumpang ke Bungkutoko. Penelitian ini bertujuan untuk (i) menganalisis dampak strategi pengembangan pelabuhan terhadap nilai indikator kinerja pelabuhan, (ii) menentukan strategi pengembangan alternatif yang tepat, serta (iii) menganalisis dampak strategi pengembangan alternatif terhadap nilai indikator kinerja pelabuhan dengan memperhatikan standar kinerja operasional pelabuhan. Metode analisis yang dikembangkan adalah untuk mengevaluasi kinerja palabuhan hingga tahun 2035 dengan menghitung rasio penggunaan dermaga (berth occupancy ratio/BOR), rasio penggunaan lapangan penumpukan (yard occupancy ratio/YOR) dan rasio penggunaan gudang (shed occupancy ratio/SOR) untuk strategi awal dengan merelokasi seluruh fungsi dan strategi alternatif dengan mempertahankan fungsi Pelabuhan Nusantara sebagai pusat pelayanan penumpang. Hasil analisis menunjukan bahwa dampak kedua strategi pengembangan mengakibatkan perbaikan nilai indikator kinerja. Dengan srategi awal, indikator kinerja berkategori baik adalah BOR kapal penumpang, barang umum dan YOR barang umum, sedangkan indikator yang kurang baik adalah BOR kapal petikemas sejak tahun 2027, YOR barang umum sejak tahun 2032 dan SOR barang umum sejak tahun 2023 dengan nilai berturut-turut yakni 75,37%, 70,96% dan 61,99%. Adapun dengan strategi alternatif, seluruh indikator memenuhi standar kinerja operasional. Hal ini menunjukan bahwa strategi alternatif lebih tepat menjadi strategi pengembangan Pelabuhan Kendari.

Nusantara Kendari Port is the main gate of entry and exit of various commodities for Kendari City and several places as its hinterlands. However, logistics process at this port was hampered due to an increase in cargo flows that are not supported by adequate port facilities. Effort to overcome this problem is to relocate all port functions, cargo and passenger, to Bungkutoko. The aims of this research are (i) to analyze the impact of port development strategies on port performance indicator values, (ii) to determine the appropriate alternative development strategy, and (iii) to analyze the impact of alternative development strategy with regard to operational performance standards. The analytical method developed is to evaluate port performance until 2035 by calculating berth occupancy ratio (BOR), yard occupancy ratio (YOR) and shed occupancy ratio (SOR) for previous strategy by relocating all functions and alternatives strategy by maintaining the function of Nusantara Port as passenger service center.
The results of the analysis show that the impact of these development strategies resulted in improving values of the performance indicator. With the initial strategy, suitable performance indicators are BOR of passenger ship general cargo ship, and YOR of general goods, while poor performance indicators are BOR of container ship since 2027, YOR of general cargo since 2032, and SOR of general cargo since 2023 with values consecutively are 75.37%, 70.96%, and 61.99%. As for alternative strategy, entire indicators meet operational performance standards. So that alternative strategy is more appropriate to be the development strategy of Kendari Port.
