Abstract

Pemerintah melalui Kementerian Kelautan dan Perikanan (KKP) menawarkan bantuan kapal ikan kepada nelayan agar tercapai target produksi perikanan. Rencana pengadaan ini harus didukung dengan kemampuan dan pemilihan galangan yang tepat. Sedangkan saat ini informasi terkait kemampuan dan kapasitas galangan kapal fiber yang ada di Indonesia belum jelas, menyebabkan realisasi pengadaan kapal ikan bantuan pada tahun-tahun sebelumnya tidak memenuhi target yang direncanakan. Tujuan dari penelitian ini adalah menganalisa kapasitas galangan untuk memenuhi rencana pengadaan kapal ikan bantuan KKP tahun 2019. Pertama dilakukan klasifikasi kapal ikan berdasarkan ukuran GT masing-masing, yaitu <5 GT (tipe 1), 5-10 GT (tipe 2), dan 20-30 GT (tipe 3). Kedua dibuat kriteria minimum galangan dalam membangun kapal ikan. Ketiga dilakukan penilaian galangan kapal berdasarkan kriteria yang telah dibuat. Keempat dilakukan pemilihan galangan pada masing-masing WPPN-RI menggunakan metode beban skor. Kelima menghitung jumlah kapal yang mampu dibangun oleh galangan. Hasil dari penilaian galangan didapatkan bahwa 43% galangan memiliki kemampuan membangun kapal tipe 1, sekitar 38% galangan memiliki kemampuan membangun kapal tipe 2, dan sekitar 19% galangan memiliki kemampuan membangun kapal tipe 3. Pada perhitungan produktivitas diketahui jumlah kapal < 5GT yang mampu dibangun adalah 1620 unit/tahun. Mengacu pada kapasitas galangan, dapat dikatakan bahwa keseluruhan galangan mampu untuk memenuhi rencana pengadaan bantuan kapal ikan KKP pada tahun anggaran 2019 ===============================================================================================================================
=The government through the Ministry of Marine and Fisheries offers the assistance of fishing vessel to achieve fisheries production targets. This procurement plan must be supported by the ability and selection of the right shipyard. Beacuse the information of the capability and capacity of fiber shipyards in Indonesia is unclear, so the realization of the procurement of fishing vessel in previous years did not met the planned targets. The purpose of this study is to analyze shipyard capacity to meet the planned procurement of KKP fishing vessels grant in 2019. First classification of fishing vessels was based on the size of each GT, which was <5 GT (type 1), 5-10 GT (type 2), and 20-30 GT (type 3). The second was the minimum shipyard criteria for building fishing boats. Third, an assessment of the shipyard was based on the criteria that have been made. Fourth, shipyard selection was carried out on each WPPN-RI using the load score method. The fifth calculates the number of ships that could be built by the shipyard. The results of the shipyard assessment was calculated that 43% of shipyards have the ability to build type 1 vessels, around 38% of shipyards have the ability to build type 2 vessels, and around 19% of shipyards have the ability to build type 3 vessels. In productivity calculation was known the number of ship <5 GT was 1620 units/year. Based on shipyard capacity, it coud be said that the entire shipyard was able to fulfill the plan to procure assistance for KKP fishing vessels in the 2019 budget year.
