Abstract

International Safety Management (ISM) Code menjadi kewajiban yang harus diterapkan pada setiap perusahaan pelayaran dan dijadikan salah satu pedoman dalam melaksanakan manajemen perawatan kapal oleh perusahaan yang mengoperasikannya. Sistem Perawatan Terencana / Planned Maintenance System (PMS) merupakan salah satu dari lingkup manajemen perawatan yang dibuat oleh perusahaan pelayaran harus sesuai dengan ISM Code yang selanjutnya didistribusikan pada kapal yang dioperasikan sebagai acuan. Adanya kebutuhan penggantian komponen di kapal secara terjadwal harus dilakukan sesuai prosedur dan didukung oleh sistem pengadaan barang yang memadai. Proses sistem pengadaan barang di kapal harus dapat menjamin bahwa kegiatan manajemen rantai pasok dapat dilaksanakan dengan benar oleh penggunanya atau personel yang bertanggung jawab. Tujuan tesis ini adalah untuk melihat seberapa besar bobot penerimaan E-procurement oleh penggunanya dengan membandingkan penerapan sistem pengadaan saat menggunakan sistem konvensional dan setelah menggunakan E-procurement. Adanya perubahan sistem manajemen perawatan dari sistem konvensional beralih ke sistem elektronik yang didukung dengan sistem E- procurement akan mempengaruhi pemahaman bagi personel yang terlibat langsung maupun tidak langsung. Faktor pemahaman tersebut akan mempengaruhi tingkat kesalaha penggunannya dalam mengoperasikan E-procurement. Sehingga perlu dilakukan analisa lebih mendalam dengan metode penelitian melalui literatur review terkait, wawancara dan pembagian kuisioner terhadap penggunanya langsung yang bertanggung jawab terhadap proses pengadaan barang pada perusahaan pelayaran sehingga mendapatkan data kualitatif. Untuk mengetahui nilai pembobotan pada setiap kriteria dari kedua sistem pengadaan tersebut, maka digunakan metode Analytical Hierarchy Process (AHP). Hasil pengolahan data dengan AHP didapatkan bahwa E-procurement memiliki bobot yang tertinggi, yaitu sebesar 0.694 atau 69.4% dari total alternatif. Kemudian diikuti oleh sistem pengadaan konvensional dengan nilai sebesar 0.306 atau 30.6% dari total alternatif. Dari hasil tersebut diartikan bahwa penerapan E-procurement dapat diterima oleh penggunanya sebagai pengganti sistem pengadaan konvensional. Pengguna E-procurement telahmeneriman dan memahami pengoperasiannya meskipun penerapan pada manajemen pelayaran masih sekitar 2 (dua) tahun menggantikan sistem pengadaan konvensional.

International Safety Management (ISM) Code is a necessity that is applied to every shipping company and is made one of the guidelines in implementing ship management by the company that runs it. Planned Maintenance System (PMS) is one of the maintenance management made by the shipping company must be in accordance with the ISM Code which is then distributed to the ship which is operated as a reference. The need to replace components on the ship that are scheduled must be carried out according to procedures and supported by an adequate procurement system. The process of procuring goods on board must be carried out with the help of supply chain management that can be done correctly by the user or the person responsible. The purpose of this thesis is to look at the large number of E-procurement receipts by users by comparing the implementation of procurement systems when using conventional systems and after using E-procurement. The change in the maintenance management system from a conventional system to an electronic system that is supported by an E-procurement system will increase understanding for those directly or indirectly involved. This understanding factor will increase the level of error in the implementation of E-procurement. Related to the need to do further analysis with research methods through related review literature, interviews and distribution of questionnaires to users directly who are responsible for the procurement process of the shipping company so that get qualitative data. To find out the weighting value for each assessment of the two procurement systems, the Analytical Hierarchy Process (AHP) method is used. Results of data processing with AHP obtained that E-procurement has the highest weight, that is 0.694 or 69.4% of the total alternatives. Then followed by the conventional procurement system with a value of 0.306 or 30.6% of the total alternative. From the results above, the application of E-procurement can be accepted by users as a substitute for conventional procurement systems. E-procurement users have accepted and understood its operation, even though its application to this shipping management is still around 2 (two) years as replacing a conventional procurement system.
