Abstract

Berdasarkan laporan akhir Environmental Health Risk Assesment Kota Surabaya tahun 2015 mengenai kondisi sanitasi Kota Surabaya, Kelurahan Sememi termasuk ke dalam kategori kelurahan Beresiko Tinggi sehingga memerlukan perhatian dan prioritas dari Pemerintah Surabaya dalam pembangunan program dan kegiatan yang terkait dengan sanitasi. Pengelolaan air limbah domestik di Kelurahan Sememi masih dilakukan dengan membuang limbah non kakus (grey water) tanpa pengolahan. Grey water langsung dibuang melalui saluran drainase di depan rumah karena belum memiliki saluran penyaluran dan pengolahan air limbah.Tujuan perencanaan ini adalah merencanakan sistem penyaluran dan pengolahan air limbah domestik Kelurahan Sememi dengan kualitas efluen mengacu pada Peraturan Menteri Lingkungan Hidup dan Kehutanan Republik Indonesia nomor 68 tahun 2016 tentang baku mutu air limbah domestik. Instalasi pengolahan air limbah domestik yang digunakan yaitu Anaerobic Baffled Reactor(ABR) serta Aerobik Biofilter (ABF). Penentuan debit air limbah berdasarkan hasil survey yaitu 98,08 liter/orang.hari dengan kualitas air limbah domestik BOD, COD, TSS dan Ammonia yang digunakan dalam perencanaan yakni 494 mg/l, 799 mg/l 473 mg/l, dan 35,8 mg/l. ABR yang direncanakan memiliki 4 kompartemen dengan dimensi panjang, lebar, dan kedalaman yaitu 9 m, 15 m, dan 4 m. ABF yang direncanakan memiliki dimensi panjang, lebar, dan kedalaman yaitu 14 m, 15 m, dan 4 m. Biaya yang dibutuhkan untuk pembangunan SPAL dan IPAL ini Rp40.035.160.601,00 sedangkan biaya operasionalnya sebesar Rp45.600.000,00.

Based on the last report of Environmental Health Risk Assesment of Surabaya City in 2015, the sanitation condition of Sememi is already in the high risk category. With the result of that, Sememi needs more care and priority from the Government of Surabaya in the development programmes dan activity related to sanitation. The wastewater treatment in Sememi is not good because the people in Sememi still dispose their greywater straight into the water bank without treating it first. Greywater disposed through the drainage channel in front of houses because there are no sewerage system and domestic wastewater treatment system yet in Sememi. The purpose is to plan the sewerage system and domestic wastewater treatment system in Sememi with the effluent quality referring to “Peraturan Menteri Lingkungan Hidup dan Kehutanan Republik Indonesia Nomor 68 The domestic wastewater treatment system used Anaerobic Baffled Reactor(ABR) and Aerobic Biofilter (ABF). The wastewater discharge in Kelurahan Sememi is 98,08 litre/people.day while the wastewater quality of BOD, COD, TSS and Ammonia are 494 mg/l, 799 mg/l 473 mg/l, and 35,8 mg/l. The ABR have 4 compartment with dimension of length, width and depth are 9 m, 15 m, dan 4 m. The dimension of ABF consist of length, width and depth are 9 m, 15 m, dan 4 m. Cost neeeded for the construction is Rp40.035.160.601,00 and the operational cost is Rp45.600.000,00.
