Abstract

E-Government bertujuan untuk memudahkan masyarakat untuk mengakses informasi dan layanan pemerintah. Namun faktanya, banyak masyarakat yang tidak pernah mengakses website Pemerintah Kota atau Kabupaten mereka. Penyebabnya adalah desain website yang kurang menarik dan hanya diisi dengan banyak tulisan. Latar belakang pendidikan, pekerjaan, dan usia masyarakat yang beragam menjadi dorongan untuk menciptakan desain website yang sesuai dengan kebutuhan fisik, kognitif, dan afektif pengguna agar efektivitas website meningkat. Desain website yang memenuhi kebutuhan pengguna dapat mengurangi kinerja otak, meminimalkan pergerakan mata, serta dapat menimbulkan perasaan senang bagi pengguna. Selain itu, desain website yang menarik juga dapat menghasilkan penilaian positif dan mendorong niat pengguna untuk menggunakan website tersebut. Oleh karena itu, penelitian ini bertujuan untuk memberikan rekomendasi desain website yang sesuai dengan kebutuhan fisik, kognitif, dan afektif pengguna, serta pengaruh desain tersebut bagi sikap pengguna dan dampaknya terhadap niat penggunaan website. Penelitian ini dilakukan dengan eksperimen uji coba 15 website Pemerintah Kota dan Kabupaten kepada 48 responden menggunakan alat Neurosky Mindwave dan The Eye Tribe Tracker, serta perekaman ekspresi wajah dengan kamera video. Neurosky Mindwave digunakan untuk mengukur kognitif dari tingkat meditasi dan tingkat fokus pengguna. The Eye Tribe Tracker berfungsi untuk mengukur kebutuhan fisik melalui jumlah pergerakan mata dan waktu pergerakan mata. Kebutuhan afektif diukur dari ekspresi wajah pengguna selama berinteraksi dengan website. Data dari kedua alat tersebut dianalisis menggunakan One Way ANOVA, sedangkan ekspresi wajah responden dianalisis dengan makro ekspresi melalui pendapat ahli psikologi. Website dengan rata-rata tertinggi dianalisis kembali menggunakan metode SEM untuk mengetahui pengaruh desain website terhadap sikap pengguna serta dampaknya terhadap niat penggunaan website. Hasil penelitian ini menunjukkan bahwa jenis layout balance dan penggunaan warna latar belakang biru adalah komponen yang sesuai dengan aspek kognitif dan afektif pengguna. Selain itu, jenis tipografi Sans Serif terbukti sesuai dengan aspek fisik pengguna.

E-Government aims to facilitate public access to government information and services. However, in fact, many people have never accessed the website of their City or Regency Government. The reason is that website design is unattractive and filled with excessive text. The diverse educational, occupational, and age backgrounds of the community encourage the creation of website designs that align with users' physical, cognitive, and affective needs in order to increase website effectiveness. Website designs that meet user needs can reduce cognitive load, minimize eye movement, and create feelings of pleasure for the user. In addition, attractive website design can also produce positive perceptions and encourage users' intention to use the website. Therefore, this study aims to provide website design recommendations that align with users' physical, cognitive, and affective needs, as well as to examine the influence of such designs on user attitudes and their impact on the intention to use the website. This research was conducted through an experiment testing 15 City and Regency Government websites with 48 respondents, using the Neurosky Mindwave and The Eye Tribe Tracker devices, as well as facial expression recording via video camera. Neurosky Mindwave was used to measure cognitive load through the user's meditation level and focus level. The Eye Tribe Tracker was used to measure physical needs through the amount and duration of eye movement. Affective needs were measured based on the user's facial expressions while interacting with the website. Data from both devices were analyzed using One-Way ANOVA, while respondents' facial expressions were analyzed through macro-expression assessment based on the opinions of psychology experts. The websites with the highest average scores were re-analyzed using the SEM method to determine the influence of website design on user attitudes and its impact on the intention to use the website. The results of this study indicate that a balanced layout type and the use of a blue background color are components that align with users' cognitive and affective aspects. In addition, Sans Serif typography was found to align with users' physical aspects.
