Abstract

PT. XXX sebagai perusahaan minyak dan gas ingin melakukan pemasangan sebuah onshore pipeline X di Melaka. Pekerjaan proyek terdiri dari pekerjaan engineering, procurement, construction, hingga commissioning atau bisa disebut proyek EPCC. Karena proyek konstruksi memiliki responsibility dan kompleksitas yang tinggi, maka dari itu manajemen proyek yang baik sangat dibutuhkan untuk menghindari permasalahan-permasalahan proyek seperti keterlambatan proyek. Keterlambatan proyek bisa disebabkan oleh keterlambatan pada pengerjaan kegiatan-kegiatan kritis yang menyebabkan perpanjangan umur proyek. Namun, perlu adanya identifikasi lebih lanjut dari penyebab yang bisa menyebabkan suatu kegiatan proyek menjadi terlambat. Selain itu, keterlambatan proyek menimbulkan kerugian bagi pihak-pihak yang bersangkutan dalam proyek, contohnya pembengkakan biaya proyek akibat bertambahnya waktu pelaksanaan proyek dan menurunnya kredibilitas kontraktor untuk waktu yang akan datang. Maka dari itu, perlu adanya analisa jadwal dan kegiatan kritis pada proyek serta analisa risiko keterlambatan proyek onshore pipeline X. Dari hasil analisa jadwal menggunakan Precedence Diagram Method (PDM) dan critical path analysis, menghasilkan kegiatan-kegiatan kritis yaitu (1) contract award date, (2) engineering kick off meeting, (3) mechanical & piping, (4) bulk material station, (5) precommissioning pipeline, (6) hand over document, dan (7) initial acceptance. Sedangkan analisa risiko keterlambatan proyek menggunakan fault tree analysis (FTA) menghasilkan probabilitas keterlambatan proyek sebesar 0,097954 dan event tree analysis (ETA) menghasilkan probabilitas output terkecil sebesar 0,00610 dan probabilitas output terbesar 0,02379 dengan konsekuensi keterlambatan terkecil yaitu tanpa adanya penalty cost dan konsekuensi terbesar berupa penalty cost sebesar Rp. 7.637.813.839,20.

PT.XXX as an oil and gas company intends to install onshore pipeline X in Malacca. The scope of this project are engineering, procurement, construction, and commissioning or known as EPCC project. Construction project has huge responsibility and complexity. Therefore, a good project management is really neccessary to prevent project’s concern such as project delay. Project delay could be caused by the delay of critical activites’s completion which could extend the project duration. However, there need to do a further identification of project delay’s causes. Project delay could cause over run project’s cost due to additional cost for extension of project duration and decreasing of company’s credibility. The result of the critical path analysis and precedence diagram method are list of critical activities which are (1) contract award date, (2) engineering kick off meeting, (3) mechanical and piping, (4) bulk material station, (5) precommissioning pipeline, (6) hand over document, and (7) initial acceptance. While the result of risk analysis using fault tree analysis (FTA) is the probability of project’s delay 0,097945 and event tree analysis (ETA) shows 6 outputs with the smallest probability 0,00610 and the biggest probability 0,02379 with the smallest consequence that the project ends on time without penalty cost and the biggest consequence that company should pay the penalty cost with the amounf ot Rp. 7.637.813.839,20.
