Abstract
Kota Solo merupakan salah satu kota yang di lewati jalan propinsi, di samping itu banyak terdapat persimpangan pada rel sebidang dengan jalan raya. Sehingga, perlintasan menjadi sangat padat dan menimbulkan antrian kendaraan setiap adanya kereta yang melintas. Sedangkan kapasitas yang ada tetap, akibatnya ruas jalan tidak dapat menampung volume kendaraan yang ada. Salah satu alternatif pengendalian arus lalu lintas yaitu dengan pembangunan flyover di Simpang Bundaran Manahan. Pembangunan flyover tersebut di harapkan dapat mengatasi kemacetan yang terjadi pada Simpang Bundaran Manahan. Dalam Tugas Akhir ini akan dianalisis volume lalu lintas pada jalan eksisting dan jalan rencana (flyover) dengan cara melalukan peramalan untuk memperkirakan jumlah kendaraan pada tahun mendatang. Analisis dengan perhitungan prosentase perpindahan kendaraan juga dilakukan untuk mengetahui jumlah kendaraan yang naik melewati flyover dan kendaraan yang turun ke bawah melewati jalan eksisting. Analisis kelayakan ditinjau dari segi lalu lintas dan ekonomi. Kelayakan lalu lintas dilakukan dengan membandingkan Derajat Kejenuhan (Dj) kondisi eksisting dan rencana pada pembangunan flyover. Kelayakan ekonomi ditinjau dari parameter rasio manfaat nilai sekarang dengan biaya (BCR) dan selisih nilai sekarang antara manfaat dan biaya (NPV). Selain itu, dalam menganalisis Biaya Operasional Kendaraan (BOK) menggunakan metode Jasa Marga. Analisis kelayakan flyover ini mengacu pada MKJI 1997 dan PKJI 2014, serta pengumpulan data primer yaitu lama waktu penutupan palang kereta, panjang antrian, dan frekeuensi penutupan palang kereta sedangkan pada data sekunder yang dilampirkan adalah data geometrik jalan, volume lalu lintas, jumlah penduduk dan data penunjang lainnya. Berdasarkan hasil perhitungan yang dilakukan, didapatkan Dj<1 pada jalan eksisting without project di Simpang Bundaran Manahan tahun 2019 yaitu 0,63. Pada hasil forecast berdasarkan peningkatan jumlah kendaraan Dj yang terjadi pada jalan rencana yaitu ruas titik A 0,42, ruas titik B 0,34, dan ruas titik D 0,17, sedangkan pada jalan eksisting with project Dj yang terjadi yaitu ruas Titik A 0,22, ruas Titik B 0,20, dan Titik D 0,28. Pada hasil analisis kelayakan dari segi ekonomi akan didapatkan nilai BCR sebesar 25>1 serta nilai NPV sebesar Rp2.759.841.195.088>0. Sesuai persyaratan untuk analisis kelayakan ekonomi, rencana pembangunan flyover Manahan ini dapat dikatakan layak.

Solo City is one of the cities that is passed through the provincial road, besides that there are many intersections on railroad tracks with a highway. So, the crossing becomes very crowded and causes a queue of vehicles every time a train passes. While the existing capacity is fixed, as a result the road cannot accommodate the volume of existing vehicles. One alternative is to control the flow of traffic, namely by building a flyover at the Manahan Roundabout intersection. The construction of the flyover is expected to overcome the congestion that occurs at the Manahan Roundabout intersection. In this Final Project, the traffic volume passing on the existing road and the planned road (flyover) will be analyzed by forecasting to estimate the number of vehicles in the coming year. Analysis by calculating the percentage of vehicle displacement is also done carried out to determine the number of vehicles that rise past the flyover and vehicles that descend down through the existing road. Feasibility analysis in terms of traffic and economy. The feasibility of traffic is done by comparing the Degrees of Saturation (Ds) of existing conditions and plans for the construction of flyovers. Economic feasibility is seen from the parameters of the benefit ratio of present value and cost (BCR) and the difference in present value between benefits and costs (NPV). In addition, in analyzing Vehicle Operating Costs (BOK) using the Jasa Marga method. Feasibility analysis of this flyover refers to MKJI 1997 and PKJI 2014, as well as primary data collection, namely the length of the train crossing closure, queue length, and frequency of train crossing closure while the secondary data attached is road geometric data, traffic volume, population and other supporting data. Based on the results of calculations, Dj <1 is obtained in existing conditions without projects at the Roundabout intersection of Manahan in 2019 is 0.63.
